Technical Advisor, Community Resilience Activity - South Monitoring (CRA-S), Pakistan Performance Management Support Contract (PERFORM), Pakistan
Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract – PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary:
MSI is recruiting for a year-long intermittent short-term consultancy for the position of Technical Advisor to monitor implementation of the anticipated assignment to monitor and assess activities of the Community Resilience Activity - South (CRA-S) project. CRA-S is expected to reduce marginalization and exclusion among the most vulnerable communities in Karachi, Northern Sindh, and Southern Punjab. The CRA-S activity is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government.
The technical advisor will work with a multi-person team to monitor project activities and assess project outcomes that include, but are not limited to, small grants, technical assistance, and other support. The project is being implemented across Jacobabad, Shikarpur, Khairpur, Karachi, and Multan, but also includes activities in Lahore and Bahawalpur.
The duration of the short-term technical assistance monitoring assignment is from March 2019 through February 28, 2020.
Responsibilities:
- Produce high-quality final reports for rapid assessments of the relevance and effectiveness of CRA-S activities in targeted areas, starting with Northern Sindh, based on the primary qualitative and quantitative data collected by the MSI third-party monitoring team of field researchers.
- Produce summary reports for the rapid assessment of CRA-S activities.
- Consolidate and analyze individual input from team members into quarterly monitoring analytical reports.
- Produce a high-quality final monitoring report at the end of the assignment, with well-grounded findings and recommendations that meet USAID standards.
- Provide quality assurance review of all reports submitted during the assignment.
- Develop and present debriefs to USAID and other audiences
- Undertake other tasks as assigned by the assignment manager for the successful completion of the assignment.
Qualifications:
- At least a master's degree in a related field (e.g., social sciences, international development or related field);
- A minimum of eight (8) years of experience in the managing relevant research assignments funded by USAID or other international donors, preferably in Southern Punjab, Northern Sindh, and Karachi
- Experience in designing and managing evaluations and/or assessments, preferably of 'soft' activities in Southern Punjab, Northern Sindh, and Karachi
- Relevant experience in writing analytical and research reports with rigorous scientific approach. Experienced in preparing documents that are objective, evidence-based, and well-organized;
- Demonstrated experience of working with government offices, and thorough knowledge and understanding of related processes.
- Excellent MS Excel skills required;
- Willingness and ability to travel within Southern Punjab, Northern Sindh, and Karachi
- Excellent analytical and personal communication skills; and
- Fluent in written and spoken English.
- Proficiency in speaking and understanding local languages (Saraiki, Sindhi, Punjabi) is a plus.
