Project Summary:

The Africa, Europe, and Eurasia portfolio includes the USAID-funded Supporting Anti-Corruption Champion Institutions (SACCI) and Energy Security Project (ESP) in Ukraine. The SACCI project is in its second year of a five-year project with the goal of reducing corruption an increasing accountability and transparency in Ukraine. The project partners with government institutions with proven track records and political will to identify risk and address corruption concerns within their organizations. It also coordinates with multiple donors and civil society organizations committed to fighting corruption through media education, youth support, and more. ESP is a five-year project in its first year, held by prime contractor Tetra Tech ESI, with the goal of improving the legal and regulatory environment in the energy sector and increase the resilience of the energy supply in Ukraine. MSI supports the monitoring and evaluation, gender and inclusion, human and institutional capacity development, and communications components of the project.

Position Summary:

MSI is recruiting a Project Associate/Manager to support the management of all contractual, financial and logistical aspects of these projects. The Project Associate/Manager will provide critical support to ensure that program activities are completed correctly and in a timely manner. S/he will report to the Senior Project Manager.

Responsibilities:

  • Coordinate contractual and financial matters for the project, including managing subcontractors.
  • Manage project finances, approval requirements, track incoming costs, outgoing activity costs, future expenditures and preparation of financial reports. This includes coordination with field finance staff.
  • Participate in the recruitment, selection, and hiring of short-term technical consultants and long-term project staff.
  • Assist with the selection and onboarding of project local grantees, as well as with tracking grantee implementation and compliance with USAID rules and regulations.
  • Lead project team meetings.
  • Coordinate logistics for onboarding field project office employees and travel.
  • Work closely with MSI project team, including the Technical Director and Senior Project Manager, on reviewing and editing contract deliverables including but not limited to quarterly and annual reports.
  • Track and ensure on-time client deliverables.
  • Provide administrative and logistical support, including translations, to the project team.
  • Provide support in reviewing field expense reports and backup documentation.
  • Manage and organize project files, including coordinating with field office filing.
  • Other backstopping tasks as required.

Qualifications:

  • Project Associate: 0-2 years of relevant experience. Bachelor's degree required.
  • Project Manager: minimum of three years of relevant work experience required. Bachelor's degree required, with Master's preferred.
  • Familiarity with FAR and USAID regulations strongly preferred. Grants experience highly desirable.
  • Ability to work in multi-cultural environments and build effective working relationships with clients and colleagues.
  • Experience with Microsoft Word and Excel required.
  • Attention to detail and strong organizational skills required.
  • Working proficiency in a foreign language preferred, Ukrainian a plus.
  • Ability to travel internationally for short periods (up to around two weeks) preferred.
