Project Summary: **

MSI is conducting a final performance evaluation of Partnership for Growth (PFG) in the Philippines from October 2018 to February 2019, including field data collection in the Philippines in October or November 2018. PFG was a bilateral whole of government (multi-agency) USAID initiative that sought to improve coordination, leverage private investment, and focus political commitment throughout both governments to support economic growth and encourage private investment in the Philippines through key institutional and regulatory reforms.

Position Summary:

The Evaluation Team Lead should be an evaluation specialist with strong experience conducting qualitative evaluations of donor-funded projects in the Philippines and in at least one of the following areas: trade, anti-corruption/rule of law, democracy and governance, human capital, regulatory reform, economic growth. The expected level of effort will include pre-trip preparation and document review, two weeks of field data collection (primarily in metro Manila and possibly also in secondary urban areas in Luzon); and post-trip data analysis, presentations, and evaluation report drafting in collaboration with other MSI team members.

Responsibilities:

  • Develop an in-depth understanding of USAID/Philippines projects relevant to PFG.
  • Manage the data collection process including allocation of tasks to team members and ensuring the quality of the data being collected.
  • Cooperate with the home office in the finalization of qualitative data collection methodology, instruments, analysis and data collection plans, and schedules.
  • Lead key informant interviews with project stakeholders from the US government and the government of the Philippines.
  • Ensure the quality of work of evaluation team members.
  • Provide regular reporting to the home office on the progress of the evaluation.
  • Conduct final debriefing sessions with USAID/Philippines, including the production of supporting materials such as hand-outs and power-point presentations.
  • Lead drafting of the final evaluation report.
  • Participate in activities to ensure evaluation and assessment data and information contributes to USAID/Philippines learning and adapting process.
  • Perform other duties, as necessary and assigned by the evaluation project manager and evaluation team lead.

  • At least seven (7) years of experience conducting performance evaluations of donor-funded projects in at least one of the following areas: trade, anti-corruption/rule of law, democracy and governance, human capital, regulatory reform, economic growth.

  • At least a masters degree in the social sciences or a related field; PhD degree preferred.

  • Experience working in the Philippines with USAID, AusAID/DFAT, JICA or other similar donor agencies.

  • Excellent analytical skills, and English oral and written communication skills.

  • Able to work effectively as part of a large team of dedicated professionals.

  • Ability to travel in and around major metropolitan areas in the Philippines.

  • Able to work under tight deadlines and produce quality work.
