Proposal Summary:**

MSI is recruiting a senior level research assistant/enumerator for the U.S. Department of State Project under a Performance Management and Evaluation Services IDIQ contract.

Position Summary:

The senior level research assistant/enumerator will work with the project management team and to support the Bureau of Political-Military (PM) Affairs in the evaluation, analysis, and capacity building support services of the PM's “Strategic Impact Assessment Framework” analysis initiatives to advance U.S. national security objectives.

Responsibilities:

  • Conducting data management, including developing processes to ensure consistent data collection and recording.
  • Support professional design, evaluation, data analytics, performance monitoring, capacity building, and implementation for PM's security functional areas.
  • Designing, developing, and implementing additional enterprise data analytic solutions and functionality to enhance: (1) SIAF analysis and visualization; and (2) data collection and ingestion capabilities, to include automation where possible.
  • Collecting and assessing requirements for enhanced SIAF functionality and enterprise use (to include potential use in SECRET and TOP SECRET environments and deployment to other State Bureaus and/or Posts).
  • Coordinating and attending meetings.
  • Consolidating information and drafting information/action memoranda.
  • Follow the timetable for deliverables.

Qualifications:

  • SECERT personnel security clearance required.
  • Graduate degree in social sciences or related field required.
  • Master's plus a minimum of ten (10) years' experience or a BA plus fifteen (15) years' experience in evaluations and performance measurements.
  • Previously worked on subjects related to, but not limited to, political-military affairs, security sector assistance, military security, M&E including DoS 18 FAM 300 topics, and data analytics.
