Proposal Summary:**

MSI is recruiting a senior level evaluation/performance monitoring/design training specialist for a U.S. Department of State proposal under a Performance Management and Evaluation Services IDIQ contract.

Position Summary:

The evaluation/performance monitoring/design training specialist will work with the project management team and to support the Bureau of Political-Military (PM) Affairs in the evaluation, analysis, and capacity building support services of the PM's “Strategic Impact Assessment Framework” analysis initiatives to advance U.S. national security objectives.

Responsibilities:

  • Provide support to the Bureau of Political-Military Affairs to complete the project task orders of: Maintenance Support Services and Enhancement Support Services.
  • Conducting data management, including developing processes to ensure consistent data collection and recording.
  • Maintaining and updating SIAF centralized data file, sources, and interfaces.
  • Facilitating multi-stakeholder workshops to aid with the assessment of current SIAF practices and/or the development of future-state recommendations.
  • Providing subject matter specialists on an as-needed basis to include (but not limited to): security sector assistance, military security, M&E, and data analytics.
  • Developing SIAF-related standard operating procedures and business processes.
  • Coordinating and attending meetings.
  • Consolidating information and drafting SIAF-related information/action memoranda.
  • Develop SIAF-related standard operating procedures and business processes.
  • Follow the timetable for deliverables.

Qualifications:

  • SECERT personnel security clearance required.
  • Graduate degree in social sciences or a related field required.
  • Master's plus a minimum of ten (10) years' experience or a BA plus fifteen (15) years' experience in evaluations and performance measurements.
  • Experience managing Department of State foreign affairs-related studies.
  • Previously worked on subjects related to, but not limited to, political-military affairs, security sector assistance, military security, M&E including DoS 18 FAM 300 topics, and data analytics.
