Proposal Summary:
The goal of the Up to Youth is to empower youth in Kosovo to promote their own development and become responsible citizens, thereby strengthening their resilience against radicalization to violence. The purpose of this activity is to empower at-risk youth in targeted municipalities to increase civic participation and economic self-empowerment for resilient, peaceful communities.
Position Summary:
The Deputy Chief of Party (DCOP) will oversee effective and efficient project operations, including finance, administration, human resources, IT, accounting, compliance, logistics and procurement. S/he will ensure these functions are fully aligned with programmatic priorities and objectives (i.e., countering violent extremism [CVE] and youth development), local labor and tax laws, and USAID rules and regulations. This position is open to local and regional nationals.
Responsibilities:
- Provide oversight to administrative aspects of a CVE project focused on youth in Kosovo, including procurement, human resources, accounting and IT systems.
- Oversee grants and subcontracts for CVE activities in compliance with MSI and USAID policies and regulations.
- Track budgets and monitor expenditures, including travel expenses.
- Lead financial planning, monitoring and reporting.
- Serve as Acting Chief of Party in his/her absence.
Qualifications:
- Master's degree in a business administration, international development or related field preferred.
- Minimum of eight (8) years professional experience in international development with five years of experience in progressive leadership positions managing development project operations.
- Three years of experience managing all aspects of grants, operations and financial administration and reporting for USAID-funded projects, including experience in Kosovo or the Balkans.
- Strong leadership and communication skills; ability to manage and be flexible in difficult and challenging circumstances.
- Experience overseeing procurements and service contracts in compliance with USAID regulations and MSI policies and procedures.
- Complete fluency in written and oral English is an essential qualification.
