Proposal Summary: **

MSI is a lead implementer of U.S. Department of Labor ILAB Monitoring and Evaluation Technical Support Services and Training (METST) Project which focuses on design and implementation of rigorous evaluations and analytic support of ILAB project design and evaluation efforts. MSI is currently seeking a monitoring specialist to support the design and implementation of one (1) or more monitoring activities related to child labor and labor rights interventions funded by ILAB.

Position Summary:

The primary purpose of the monitoring specialist's activities will be to gather and synthesize information in order to track, verify and assess activity performance and implementation fidelity. This may include conducting data quality assessments and quantitative and qualitative surveys; and providing ad hoc M&E technical support to projects.

Responsibilities:

  • Support the design, implementation and reporting of ILAB child labor monitoring activities.
  • Develop project-level monitoring systems (including CMEPs and PMPs) in coordination with USG and activity implementation staff.
  • Contribute to and develop logical frameworks, theories of change and results frameworks.
  • Provide training and support to ILAB staff on monitoring topics.
  • Conduct data quality assessments.
  • Manage and analyze ILAB activity data.
  • Develop surveys, interview templates and group discussion protocols.
  • Facilitate and implement data collection activities.

Qualifications:

  • Experience designing and implementing monitoring plans for international development programs that target child labor and international labor rights, ideally in countries where ILAB activities are implemented.
  • Expertise in survey design, qualitative and quantitative methods and U.S. Department of Labor monitoring activities.
  • At least three (3) years of experience monitoring donor-funded projects that address child labor or international labor rights.
  • Familiarity with U.S. Department of Labor, ILAB and USG donor activities and preferably experience working with ILAB, ILO and other anti-child labor organizations.
  • Proven experience administering surveys.
  • Native or near-native fluency in English including speaking, writing and reading.
  • Fluency in French desired.
  • Excellent analytical and report-writing skills.
