Project Summary
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary
MSI is seeking a governance and elections specialist to participate in the evaluation of USAID/Pakistan’s Electoral and Democratic Support Project (PEDS). PEDS is a portfolio of election programs, implemented by four different partners nationwide, to promote more transparent, accountable, inclusive, and responsive electoral and democratic processes. PEDS is a response to the challenges faced during the 2013 elections and the recommendations of the Judicial Commission Report released in 2015.
The project uses an integrated approach and is working with different electoral entities throughout the electoral cycle. It focuses on building the institutional capacity of the Election Commission of Pakistan (ECP) to plan and manage free and fair elections throughout Pakistan, with improved transparency. It also focuses on strengthened citizen electoral participation, paying special attention to greater inclusion of women, minorities, people with disabilities, and civil society organizations, as well as facilitating electoral reforms that have public support. Lastly, the project is working closely with Pakistan’s political parties to facilitate inter-party and parliamentary cooperation, capacity, responsiveness, and inclusion throughout the electoral cycle.
MSI is seeking a qualified governance and elections specialist to assist MSI with the evaluation design. The specialist should be very familiar with the electoral system and related legislation in Pakistan, responsibilities of the ECP and other institutions involved in elections and the challenges identified in the 2013 elections.
This is an Islamabad based position, with limited anticipated travel for meetings. Anticipated level of effort is approximately 20 days.
Responsibilities
- Extensive document review of all four implementing partner programs, previous election reports, and other related documents.
- Document review deliverables as determined by supervisor.
- Participation in all strategic meetings with the client and implementing partners.
- Undertake other program design tasks assigned.
Qualifications
- At least a master’s degree in relevant field and minimum of 10 years of professional experience in election systems, legislation and governance.
- A minimum of 10 years of professional experience in election systems, legislation, and governance.
- A comprehensive understanding of election processes and institutions in Pakistan.
- Experience in providing and coordinating technical advice to stakeholders in electoral processes, specifically to election management bodies and civil society organizations.
- Excellent research skills.
- Previous experience in donor coordination and donor-government relations is an asset.
