Project Summary:

The United States Agency for International Development (USAID) program office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible and demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.

Position Summary:

The temporary logistics assistant will work at the MESP field office in Juba, South Sudan. The responsibilities of the temporary logistics assistant fall into three broad categories, (i) procurement (ii) vehicle fleet management and (iii) assets and inventory management. The logistics assistant will report directly to the logistics manager (LM) or, in the absence of the LM, to the director of finance and administration (DFA). The period of performance for this position is two (2) months (March to April 2018), with the possibility of extension.

Responsibilities:

  • Confirm that all purchases of goods and services comply with MSI procurement policies and guidelines, and that all supporting documentation is up to date.
  • Check invoices to ensure accuracy and record against relevant trackers.
  • Maintain register of suppliers and costs.
  • Ensure that goods and services are purchased as needed and that finances are reconciled in a timely manner.
  • Ensure that all MSI assets are tagged and numbered using the property (NXP) inventory list.
  • Conduct an inventory during the last week of every quarter (three (3) months).
  • Assist the LM in preparing a comprehensive historical price list of commodities commonly used by MSI in the field office, including names of vendors, prices and dates.
  • Assist in tracking office supplies to ensure adequate stocks are maintained.
  • Maintain a procurement tracker.
  • Ensure that no property is issued to staff or consultants without appropriate documentation and authorizations; likewise ensure that property returned to MSI by staff and consultants is fully documented.
  • Assist the LM to ensure the appropriate storage of assets and that all valuables are kept secure.
  • Collaborate with head driver to ensure all MSI vehicle logs are duly completed and signed daily.
  • Ensure that all MSI vehicle log books are filed monthly.
  • Ensure that vehicle registration documents and insurance policies are valid.
  • Maintain an electronic database for vehicle records and input data in a timely manner in relation to the date when the vehicles are fueled, including mileage records.
  • Assist with other tasks as requested by the DFA.

Qualifications:

  • Bachelor’s degree required.
  • At least four (4) years of relevant experience working on donor-funded projects in a related role.
  • Excellent working knowledge of MS Word and Excel.
  • Experience with USAID policies and procedures in financial management, financial reporting, procurement processes, systems, and inventory management.
  • Experience coordinating travel logistics, including fluency with online airfare booking portals.
  • Fluency in English is required.
