Proposal Summary: **
The South Sudan PCEP Project will enhance the Mission's portfolio by promoting stability, local solutions, and citizen participation to mitigate conflict, advance reconciliation efforts, increase access to information, and empower civil society. The project will provide flexible, strategic responses to peace building and civil-society strengthening opportunities throughout the country.

Position Summary:
The Deputy Chief of Party (DCOP) is responsible for ensuring operational integrity and interfacing with the USAID COTR and Program Officers/Team Leaders in-country. The DCOP will also be responsible for overseeing the financial, procurement and administrative activities and systems, ensuring transparency and deliverables are met. The DCOP works closely with the Home Office Technical Director, Chief of Party (COP) and USAID team to provide project updates, discuss strategies, obstacles, performance plans, and indicator success. The DCOP may also represent the team at coordination forums and other related conferences, seminars and meetings.

Responsibilities:

  • In coordination with the COP, provide additional leadership, management oversight, and technical direction to the project in consultation with the MSI home office technical director.
  • Serve as the secondary project interface with USAID, USG counterparts in-country, and other stakeholders. Serve as action COP in his/her absence.
  • Strengthen the organizational capacity and technical work of civil society organizations and manage the provision of grants.
  • Nurture coalitions of activist organizations towards sustainable, strategic advocacy.
  • Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports.
  • In coordination with the COP, responsible for achieving intended program results.
  • Help supervise and coordinate the work of subcontractors, consultants and grantees: review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables.
  • Ensure compliance with USAID, Government of South Sudan, and MSI standards of quality and regulations in all project activities.
  • Co-coordinate program activities with other relevant donor-funded projects with the COP to achieve maximum impact.

Qualifications:

  • Master's degree in the field of peace-building, conflict mitigation, international development or a related technical field or equivalent work experience.
  • At least eight (8) years of experience in international development or a related field.
  • At least five (5) years of experience recruiting, forming and successfully managing teams and ensuring the quality of their products.
  • Excellent English writing skills and speaking ability, with significant experience in conflict/post-conflict environments.
  • Experience in South Sudan is preferred
