Proposal Summary: **
The South Sudan PCEP Project will enhance the Mission's portfolio by promoting stability, local solutions, and citizen participation to mitigate conflict, advance reconciliation efforts, increase access to information, and empower civil society. The project will provide flexible, strategic responses to peace building and civil-society strengthening opportunities throughout the country.

Position Summary:
The Chief of Party will managed a diverse project team, ensuring that project activities align with the goals of USAID and the Government of South Sudan. S/he will provdie technical and administrative leadership for the entire program, ensuring that all objectives are achieved. The COP will be based in Juba and will be required to travel as needed to other in-country locations.

Responsibilities:

  • Provide overall leadership, management oversight, and technical direction to the project in consultation with the MSI home office technical director.
  • Serve as the primary project interface with USAID, USG counterparts in-country, and other stakeholders.
  • Strengthen the organizational capacity and technical work of civil society organizations and oversee the provision of grants.
  • Nurture coalitions of activist organizations towards sustainable, strategic advocacy, focusing on impact in law, policy and practice.
  • Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports.
  • Responsible for achieving intended program results.
  • Supervise and coordinate the work of subcontractors, consultants and grantees: review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables.
  • Ensure compliance with USAID, Government of South Sudan, and MSI standards of quality and regulations in all project activities.
  • Coordinate program activities with other relevant donor-funded projects to achieve maximum impact.

Qualifications:

  • Master's degree in relevant field required.
  • Minimum 15+ years' experience as Chief of Party, or equivalent leadership role, on USAID-funded activities.
  • Experience in Sudan and/or South Sudan highly desirable; experience in East Africa.
  • Demonstrated management experience on large, donor-funded programs related civil society advocacy and coalition-building.
  • Must be fluent in written and spoken English.
