The anticipated USAID-funded Donbas Activity will promote inclusive civic identity and common civic values by addressing the divisive impacts of Russian aggression, Ukrainian ultra-nationalism, and the consequences of ongoing armed conflict. The activity will promote civic awareness, social and economic entrepreneurship, and improve democratic engagement between citizens and government institutions, as well as improve community services in areas most affected by these divisive influences. This five-year project is expected to start in mid-2018. This position will be based in Kyiv.

Position Summary:
The gender specialist will provide technical support to the project to implement the project's gender strategy and ensure that all project activities are gender-sensitive. S/he will be responsible for promoting appropriate activities, communications initiatives and monitoring of performance that aligns with the project's gender strategy. The gender specialist will work closely with staff to ensure the smooth and compliant implementation of the program, especially relating to gender issues.
Responsibilities:
- Increase staff and partner organization gender (and other marginalized groups) awareness and ability to integrate gender concepts in all of work.
- Collaborate closely with gender units of USAID and partner organizations in the design, adaptation and delivery of gender training materials.
- Advise and support project partners in planning, managing and implementing joint activities relating to gender.
- Work with the project's monitoring and evaluation team to ensure best practice in promoting gender equality.
- In addition to focusing on gender issues, also assist the project, USAID and implementing partners to effectively consider other marginalized groups, such as LGBTI and youth.
- Review USAID and implementing partner indicators to ensure adequate attention to gender.
- Perform other tasks and duties as assigned by the project Director and agreed upon by the technical team.
Qualifications:
- A bachelor's (master's preferred) degree in the field of international relations, economics, political science, public policy, management, and/or other relevant field.
- At least six (6) years of experience working on donor-funded mechanisms.
- Experience in the design, implementation of a Gender Action Plan.
- Experience facilitating development pragmatic gender strategies and program interventions.
- Experience in the gender dimensions of monitoring and evaluation.
- Extensive experience in report writing and strong communication skills.
- Extensive experience in providing quality report and evaluation presentations.
- Demonstrated knowledge of USG policies related to evaluation and performance management.
- Native fluency in Ukrainian and Russian and spoken and written fluency in English required.
