Project Summary
The ACCELERE! (Access, Reading, Retention, and Accountability) program aims to contribute to the improvement of reading outcomes for girls and boys in public primary schools in the DRC in collaboration with stakeholders at the central, provincial and local levels. Jointly funded by USAID and DFID, ACCELERE! aligns with the Congolese government's priorities by supporting the implementation of the Interim Education Plan (2013/14-2015/16), the Education and Training Sector Strategy (2016-2025) and the Letter of Education Policy (2016-2025). This education program is a manifestation of the shared commitment between the United States, the United Kingdom, and the Government of the DRC on the issue of education and improvements in access to education and learning opportunities for girls.
The Monitoring, Evaluation and Coordination Contract (MECC), also known as ACCELERE! Activity 3, is implemented by International Business and Technical Consultants, Inc. (IBTCI), and MSI and serves as the primary mechanism for ensuring access to high quality and relevant data for decision making, facilitating coordination and learning among the ACCELERE! partners, and building M&E capacity within the education sector.

Position Summary
The data analysis and monitoring & evaluation specialist will support technical activities for ACCELERE! Activity 3 under the USAID/DRC Monitoring and Evaluation Coordination Contract. (S)He will provide donors, stakeholders and partners with high-level, demand-driven, technical, analytical, training and related support services for performance and impact measurement, communication and monitoring and evaluation. (S)He will be relied on for quantitative and qualitative data analysis, data mining and data visualization and for monitoring and evaluation capacity building and training.
The position will be based in Kinshasa for approximately four (4) months, and up to 80 days, with an approximate start date of 02 January 2018. The position may be extended beyond the four-month period to accommodate donor-driven requests.
Essential Duties/Tasks and Responsibilities
- Analyze quantitative and qualitative data received from ACCELERE! partners, synthesize findings and write summary reports.
- Produce user-friendly analysis and presentations of partner results by producing data visualization (graphs and infographics) that communicate ACCELERE! results and findings effectively to the Ministry of Education, USAID, DFID and partners.
- Support events that promote collaboration and learning between USAID, DFID, implementing partners and other stakeholders, or that publicize major findings and/or disseminate final evaluation reports, as part of USAID/DRC's learning agenda.
- Coordinate the production and dissemination of the monthly and bi-annual ACCELERE! Activity 3 newsletters.
- Support the development of a training plan in monitoring and evaluation for the Ministry of Education, draft training modules on performance monitoring, research and evaluation methodologies, indicator development and tracking, reporting tools, etc.
- Support the implementation of the internship program by training and mentoring interns to develop the necessary knowledge and skills to design and implement effective M&E systems.
- Help coordinate the research agenda for ACCELERE! by participating in meetings, synthesizing and presenting findings.
- Assist the MECC Component 2 education specialist/DCOP and the M&E specialist in the review of ACCELERE! indicators and help operationalize indicators by assisting partners with definitions, data collection, data analysis, and target setting.
Qualifications and Experience
- Master's degree in a related field (e.g. economics, statistics, mathematics, education, social sciences).
- Minimum of five (5) years of demonstrated technical expertise in developing and implementing M&E systems and/or providing training in M&E methods and best practices.
- Demonstrated experience in the management of program results and indicators.
- Demonstrated quantitative and qualitative data analysis and visualization skills.
- M&E training/capacity-building experience.
- Experience facilitating and coordinating training and dissemination workshops is desirable.
- Strong verbal and written communication skills in English and French required.
- Strong ability to work with data software packages.
- Have all necessary computer, database, statistical software, and analytical skills, particularly in issues related to M&E.
- Proven experience on USAID-funded and/or DFID-funded projects.
- Familiarity with measurement strategies for early grade reading and life skills preferred.
- Significant experience in similar positions in the DRC.
- Experience in the education sector in the DRC preferred.
- Prior demonstrated collaboration or support to the Ministry of Education in M&E in the DRC is desirable.
