The anticipated USAID-funded Donbas Activity will promote inclusive civic identity and common civic values by addressing the divisive impacts of Russian aggression, Ukrainian ultra-nationalism, and the consequences of ongoing armed conflict. The activity will promote civic awareness, social and economic entrepreneurship, and improve democratic engagement between citizens and government institutions, as well as improve community services in areas most affected by these divisive influences. This five-year project is expected to start in mid-2018.
Position Summary:
MSI is seeking applications from highly qualified Chief of Party (COP) candidates with expertise in strengthening citizen awareness, democratic engagement and service delivery in challenging conflict situations. The COP will be responsible for providing overall leadership management of the entire program, as well as administrative, financial and technical oversight. S/he will be responsible for ensuring the completion of all tasks and objectives designated by USAID.
Responsibilities:
- Provide technical leadership, overall project management, and quality assurance oversight.
- Supervise project personnel, short-term experts, subcontractors, and grantees to achieve project objectives and targets, and ensure timely implementation.
- Develop and maintain effective partnerships with development partners such as government institutions, private sector, civil society, etc.
- Oversee fulfillment of all contract delivery requirements including all reports.
- Oversee internal management of the project including the budget and performance monitoring and evaluation.
- Serve as MSI's primary liaison with USAID/Ukraine, donors, and local governmental and non-governmental institutions.
Qualifications:
- Master's or doctoral degree in public administration, international relations, law, political science, economics or a similar social science.
- At least 10 years of experience leading the implementation and management of large international development projects in challenging contexts; experience leading local governance, service delivery and/or civic engagement programs. Experience working in post-conflict environments preferred.
- At least five (5) years of management experience on large and complex USAID-funded projects; prior COP experience required.
- Experience working in Ukraine or countries of Eastern Europe or Eurasia region.
- Familiarity with political, economic, social, and cultural context of eastern Ukraine and the issues affecting service delivery in areas affected by divisive influences.
- Institutional strengthening and capacity building experience related to conflict analysis, prevention, management, and mitigation preferred.
- Thorough working knowledge of USAID practices, regulations, policies, procedures and programs.
- Strong leadership and communication skills and ability to manage and be flexible in difficult and challenging circumstances.
- Professional fluency in spoken and written English required; Russian or Ukrainian highly desirable.
