Project Summary:
Iraq Monitoring and Evaluation Project (IMEP) aims to establish a monitoring and evaluation support system in Iraq funded by USAID's Office of U.S. Foreign Disaster Assistance (OFDA) and Food for Peace (FFP) within the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA). The program will provide monitoring and evaluation services to OFDA and FFP in Iraq that will increase both USAID and its partners' understanding of the outputs, outcomes, progress, challenges, successes and lessons learned from selected OFDA and FFP-funded projects. This is a local position based in Erbil with possible travel to other regions within Iraq.

Position Summary:
The Quality Assurance Specialist (QAS ) will:
- Support site visit data management, data quality reviews, and report writing. This includes quality control reviews of incoming data from IMEP subcontractors, data consolidation, data cleaning within IMEP's data analysis software ASKIA, and preparation of individual activity site visit reports (SVR) for Implementing Partner (IP) review and comment.
- Support the chief of party (COP) and deputy chief of party (DCOP) in the production of monthly monitoring reports (MMR), “lessons learned” reporting, and IP workshops.
- Conduct data analysis on-site visit metrics, alert Erbil DCOP to any anomalies or notable recurring trends across IPs, sector/modality or regional data sets.
- Review the data from each site visit and rate (a) compliance to the protocols, (b) sufficiency of data, c) data consistency/logic of data, and (c) data validity. These reviews will be conducted under the supervision of the Erbil DCOP.
Qualifications:
- University degree in science, statistics, population studies (demography), social sciences or related fields.
- Minimum of five ( 5) years of progressive and professional experience working on USAID monitoring and evaluation systems and programs.
- Ability to communicate and write in English.
- Strong self-initiative: ability to implement and manage program activities proactively, without waiting for instructions.
- Prior experience working on ASKIA software.
