Project Summary: **
The USAID/Vietnam Monitoring, Evaluation and Survey Services (VEMSS) Project provides technical and consultancy services that include performance evaluations, impact evaluations, progress monitoring services, opinion-based surveys and other evaluative studies. These services assist in program design and learning across USAID/Vietnam's portfolio, which covers health, economic growth and global climate change. In particular, the project measures the performance and impact of USAID's development programs, identifies lessons learned and provides recommendations based on evaluation findings for utilization and dissemination. This is a five year, cost-plus-fixed fee type contract with a total budget amount of $4.9Million. The project is currently in the fourth year of its period of performance.
Position Summary and Responsibilities:
This is a full-time position for the duration of the assessment. The team leader will lead the team, finalize the assessment design and work plan, organize activity, consolidate individual inputs from team members and coordinate the process of assembling the final findings and recommendations.
S/he will hold an overall responsibility for technical quality of the evaluation. S/he will be the primary contact for communication with the USAID/Vietnam (USAID/VN) and implementing partner (IP) on the technical aspects relating to the evaluation.
S/he shall also lead the preparation and presentation of the key assessment findings and recommendations to the USAID/VN team and key partners. The position will include field travel to Hanoi in late November or December 2017.
Qualifications:
- A senior professional with experience leading and conducting management assessments.
- Experience and understanding of low emissions development programming.
- Extensive experience reviewing or developing USAID strategies and program activity designs.
- Experience in development projects in Vietnam, particularly in climate change programming, or energy development.
- Excellent oral and written skills are required.
- Strong English language and written skills are required.
- Should have critical thinking and a high level of analytical ability and an ability to tactfully interact with senior US and Government of Vietnam officials.
