ProposalSummary:
MSI is bidding on an upcoming USAID/Sri Lanka program to strengthen Sri Lankan-­? led efforts to build a more inclusive, cooperative, and resilient society to promote longer term reconciliation and peace in Sri Lanka. The activity is in line with the USAID initiative to Support the Sri Lankan Reform Agenda (SSLRA). The anticipated length of the program will be four (4) years and anticipated to begin June 2017.

Position Summary:
The Monitoring and Evaluation Specialist is responsible for all monitoring and evaluation activities of the project. S/he will support the implementation of a results-based monitoring and reporting system that will track project progress from inputs to outcomes. The M&E Specialist will also work closely with project grantees in the region. This will be a full-time position based in Colombo with substantial travel to other districts.

Responsibilities:

• Support grantees in the region to design project's log frame, results indicators, indicator definitions, and data collection methods.
• Monitor field level grantee projects and training grantees on monitoring and evaluation.
• Meet periodically with grantees' and subcontractors' staff to discuss the status and quality of reporting.
• Contribute to meet donor reporting requirements, including writing case stories, updating of an online database, success stories and making photo documentation.
• Manage other M&E staff in Colombo and/or regional offices.

Qualifications:

• Minimum of a Bachelor's degree in a relevant field. Master's degree will be an advantage
• Minimum 5 years of M&E experience in donor funded projects. Experience with USAID will be an advantage.
• Hands on experience and proficiency in log frames or logic models, indicator development, development and managing data collection systems, collecting and analyzing data.
• Demonstrated experience in writing monitoring and evaluation reports, case studies and most significant change stories.
• Experience in working with and monitoring projects of civil societies on themes related to governance, reconciliation, Gender, Livelihoods, Capacity Development a plus.
• Experience in designing and conducting capacity building initiatives in M&E for grantees.
• Experience managing other M&E staff an asset.
• Fluency in English and one national language required; proficiency in a second national language desired.
• A good understanding of and commitment to gender and diversity considerations.
