Project Summary:
Jordan Monitoring and Evaluation Support Program (MESP) is designed to improve the USAID Mission Performance Monitoring, Evaluation and Project Planning and Design systems through a combination of targeted direct M&E implementation, expert technical assistance, formal training, and knowledge sharing and M&E collaboration support.
Under MESP, MSI will conduct a performance evaluation of the Consortium for Elections and Political Processes Strengthening (CEPPS) and implemented by the National Democratic Institute (NDI), the International Republican Institute (IRI) and Jordanian partners. The evaluation will assess the performance of the projects focusing on efforts to build capacity of the Independent Election Commission, electoral administration, awareness raising and citizen engagement in the electoral process, capacity building targeted towards national and local government representatives and communication between the elected representatives, the executive and citizens. The evaluation will assess the project's progress towards achieving intended objectives and document lessons learned and best practices to inform future DRG programming.
Position Summary:
The Team Leader will take full responsibility for managing the team, organizing its work and ensuring quality control and delivery of a final report that meets USAID standards. The team leader will take part in evaluation activities and will be responsible for the overall conduct and deliverables of the assignment. The evaluation will take place between fall 2017 and spring 2018.
Responsibilities:
The team leader is ultimately responsible for all deliverables, including the evaluation report. Specific responsibilities include:
Providing technical leadership, guidance and strategic support to the evaluation team, delegating tasks as appropriate and, drawing of strengths of individual team members to produce deliverables.
Leading the process of drafting and finalizing the evaluation inception report, evaluation work plan and design including data collection and analysis plans, sampling plans and approaches, data collection, oral evaluation briefings and the evaluation report.
Steering effective communication with USAID and implementing partners' staff as well as external stakeholders.
Developing presentation material and presenting evaluation findings, conclusions and recommendations to USAID, implementing partners and any other interested stakeholder.
Ensuring quality and timely delivery of all evaluation deliverables.
Qualifications:
An advanced university degree in political science, political economy, government, international development, or similar social science field.
Minimum 10 years of relevant professional experience, including 5 years of past experience in a developing country context, especially in the field of political transition.
Deep subject matter expertise in democracy and governance assistance; knowledge of the Jordanian context preferred.
Proven experience leading large-scale DRG evaluations and managing high performing teams.
A sound knowledge of USAID programming approaches and methodologies preferred.
