Project Summary: **
USAID efforts over the 2014- 2018 period to strengthen devolution in Kenya contribute to strengthening systems, processes and institutions created as a result of the changes to the constitution; especially related to devolution and building capacities of counties. Key to the strategy is establishing stronger links between citizens and governments, as well as an enabling environment at the county level that supports devolution. USAID Kenya and East Africa (KEA) is providing institutional and capacity-building support via its activity known as Agile and Harmonized Assistance for Devolved Institutions (AHADI).
MSI will carry out a mid-term evaluation of the performance and progress of the USAID/KEA AHADI Project being implemented by the State University of New York Center for International Development (SUNY/CID). The primary purpose of the evaluation will be to inform USAID/Democracy, Governance and Conflict (DGC) and SUNY on how effective AHADI has been in meeting its objectives and to inform possible mid-course alignments to the project.
Position Summary:
The Team Lead (TL) is ultimately responsible for the overall management of the evaluation team and the final products, including coordinating evaluation activities and ensuring the production and completion of an evaluation report in conformance with the scope of work and timelines. The TL will ensure data integrity, quality of analysis and coherence in the written reports. S/he is also responsible for quality assurance and timeliness of all deliverables. S/he is responsible for the writing of the final evaluation report and preparing and submitting all deliverables. All team members shall report to the Team Leader.
Qualifications:
- Minimum of a Master's Degree in any relevant field of Social Sciences such as Public Policy, Public Administration, Social Policy,
- Minimum of six years' experience with applied project evaluation design, applied statistical analysis and management of evaluation projects,
- Demonstrated experience evaluating decentralization projects in Sub Saharan Africa. Experience in Kenya is a plus.
