Project Summary:

This project will establish and mange a quick-response mechanism supporting activities to understand and challenge the drivers of violent extremism in Bangladesh. This position will be based in Dhaka. This position is open to local nationals.

Position Summary:

The Finance and Administration Manager based in Dhaka will be a senior member of the OBIROADH team responsible for:

  • Overall financial management.
  • Fiscal elements of grant administration.
  • Fiscal monitoring and evaluation.
  • Office management.
  • Human resource management.

Responsibilities:

Overall Financial Management

  • Design, implement and monitor all financial operations while ensuring the highest levels of compliance with MSI and USAID policies, procedures and regulations; under the overall supervision of the operations manager.
  • Provide general orientation, training, and compliance of financial systems to all staff.
  • Responsible for the safe guarding of data, financial records, petty cash, and banking materials.
  • Supervise and ensure that all operational financial plans, budgets, and reports are prepared in a timely and highly accurate manner.
  • Responsible for facilitating relevant project payments, financial reports, cash replenishments, fund transfers, and bank reconciliation for COP approval.
  • Ensure the adequate availability of operating and grant administration funds (in cooperation with the Operation Manager) at all times and at least monthly reconciliation of petty cash, bank accounts and overall accounting for COP and MSI's home office review.
  • Serve as primary liaison with local banks and MSI's home office on fiscal matters.
  • Supervise and develop the capacity of financial support staff as well as others that may be assigned by the COP and operations manager.

Planning and Management

  • Contribute to overall OBIRODH planning and management, especially representing the financial priorities, policies, procedures and needs.
  • Responsible for incorporating and adhering to MSI and USAID policies and regulations in all aspects of OBIRODH operations and grant administration.
  • Prepare program financial projections, operating budgets, and timely fiscal reporting to enhance planning and management by the operations manager.
  • Represent OBIRODH in appropriate external financial matters such as VAT, customs, and other duties as appropriate, and under the overall supervision of the COP.
  • Primary responsibility for preparing and coordinating required MSI and USAID audits and special reporting, under the supervision of the COP.

Fiscal Elements of Grant Administration

  • Review all payments received for fiscal compliance and audit worthiness.
  • Prepare and process all program support and grant payments.
  • With Dhaka grant managers and grant field staff complete final grant financial reconciliation and report information to all staff.
  • As needed, provide direct field support to field staff and grantees from a financial management perspective.

Human Resources Management

  • Supervise and ensure the maintenance of work, leave, sick records and database and prepare reports as directed by the COP.
  • In consultation with the operations manager, develop and maintain office policy and procedural manuals for all staff.
  • Prepare, implement and regularly re-evaluate the compensation, benefit and allowance system.
  • Ensure in consultation with COP, operations manager and local lawyer, compliance with Bangladesh labor laws and tax regulations.

Qualifications:

  • CPA or master's degree in business administration, chartered accountant, finance, or related field.
  • Minimum of ten (10) years of experience in finance and administrative management in Bangladesh.
  • Minimum of four years of demonstrated experience with USAID-funded project preferred.
  • Demonstrated and proficient experience using MS Excel and QuickBooks.
  • High degree of maturity and ability to work collaboratively with multiple partners and vendors
  • Experience managing staff in multiple locations.
  • Skills and experience which demonstrate the potential for assuming greater responsibilities and duties, above and beyond those listed herein.
  • Proficiency in written and spoken English and Bengali is required.
  • Ability to travel to regions outside of Dhaka, as needed.
