Project Summary:

MSI Performance Monitoring and Evaluation Project (PMEP) is seeking an Agriculture Specialist to participate in the mid-term performance evaluation of the Integrated Rural Program to Improve Nutrition and Hygiene in Mali. The program aims to improve the nutritional status of women, and children under two years of age through the implementation of integrated water, sanitation, hygiene and nutrition activities at the community level. This mid-term performance evaluation is intended to identify needed improvements in the current program as well as to inform the design of future nutrition, water, sanitation and hygiene (WASH) programming.

Position Summary:

The agriculture specialist shall participate in all briefing meetings with the team and stakeholders and shall contribute to designing a methodology that effectively addresses the agriculture component of the strategy. S/he shall contribute to the design and development of the work plan and data collection tools. S/he shall also support the team in collecting and analyzing the data, especially the agriculture-related data. The agriculture specialist shall also contribute to the development, finalization and dissemination of the evaluation report.

Qualifications:

  • A minimum of a master's degree in agriculture (production, post-harvest and conservation activities)
  • Minimum of 8 years of experience in planning, management and evaluating crop production, post-harvest and conservation-related projects
  • Possess excellent knowledge of the challenges facing the agriculture sector in Mali, and also be familiar with the government of Mali's policies on agriculture.
  • Extensive experience and excellent knowledge on horticulture and the concept of food security in Mali.
  • Experience working on a USG or other donors' agriculture projects.
  • Experience working on an evaluation of USAID or other international reputable donor project.
  • Strong knowledge of evaluation methodological design, data analysis and evaluation report writing is preferred.
  • Strong oral and written communication in French and English.
