Position Summary:
The Monitoring and Evaluation (M&E) specialist will work on MSI's USAID/Jordan Monitoring and Evaluation Support Project (MESP). S/he will be based in Amman, Jordan for the duration of the project, currently scheduled to end November 2018. While the M&E specialist will broadly support both monitoring and evaluation tasks, their work will specifically focus on supporting the evaluations and assessments managed and overseen by the MESP team.
Responsibilities:
- Support evaluation/assessment management process.
- Manage and support evaluation teams throughout the different stages including scope of work development, recruitment of evaluation teams, evaluation planning, evaluation design, data collection, analysis and reporting.
- Support data collection and data collection management work across the different evaluations and assessments including developing data collection instruments, developing sampling and respondent selection criteria, and participating in and overseeing the data collection process.
- Prepare data collection and evaluation/assessment updates for the MESP and USAID team, including the status of fieldwork including challenges and modifications and updating evaluation/assessment work plans.
- Support and oversee the analysis work done by evaluation/assessment teams, including draft presentations and reports.
- Write analytic reports based on M&E data and findings.
- Support the efforts focused on dissemination and utilization of evaluation/assessment and performance monitoring data.
- Support designing and delivering training on M&E topics to USAID staff or implementing partners.
Qualifications:
- Master's degree in international development, social sciences or other M&E related field.
- At least 5 years of experience in M&E of international donor projects.
- Experience across several sub-specialties within M&E desired, including working directly on USAID evaluation teams, supporting USAID Missions with PMPs, providing technical assistance to USAID implementing partners to develop M&E plans, designing collaborating, learning And adapting (CLA) approaches, developing and/or conducting M&E training, developing surveys and other data collection instruments, supervising data collection in developing countries, analyzing data and writing up M&E reports.
- Strong familiarity with USAID M&E guidelines, ADS 201 and the USAID Program Cycle required.
- Experience with emerging M&E practices such as CLA, complexity aware monitoring, outcome harvesting, most significant change and other emerging methods preferred.
- Ability to develop and maintain relationships with key organizations, working groups, and professionals in the international development M&E sector.
- Strong writing, editing, and data analysis skills required.
