Proposal Summary:

The purpose of this five-year project is to increase accountability, transparency, and effectiveness of sub-national government resources in Liberia. The project seeks to increase capacity of Government of Liberia institutions to make and sustained progress in the implementation of the National Policy on Decentralization and Local Governance, to improve performance and capacity of county and city administrations to manage revenues and deliver key services, and to increase citizen representation in planning and decision-making of service delivery in counties and cities. This is a full-time position.

Position Summary:

The Civic Engagement Officer will increase citizen representation in planning and decision-making of service delivery in counties and cities. The officer will develop citizen-engagement mechanisms by focusing on strengthening Government of Liberia institutions, and improving the Government of Liberia's capacity to fulfill its responsibilities and mandates at the sub-national level by supporting citizens' abilities to participate in inclusive and transparent decision-making.

Responsibilities:

  • Provide technical assistance and support to the development and facilitate the implementation of a model for inclusive participatory budgeting process and monitoring public expenditures on the county and city levels. Lead the development of the participatory planning, budgeting and monitoring manual and training materials.
  • Design and lead the implementation of the activities to raise awareness and understanding of the local governments, CSOs and communities for sub-national planning, budgeting, and decision-making in preparation for fiscal decentralization as envisioned by the National Policy on Decentralization and Local Governance and the Draft Local Government Law.
  • Work with and build capacity of CSOs and community based organizations to facilitate participatory budgeting processes. Promote women's inclusion in participatory decision-making processes.
  • Contribute to the program activity planning, monitoring results and reporting.

Qualifications:

  • Preferred Master's degree (although bachelor's degree is acceptable) in political science, economics, law, public administration or in similar fields.
  • Minimum five (5) years of relevant work experience.
  • Knowledge of the national decentralization policy and budgeting process and existing participatory processes.
  • Experience working with national and sub-national governments and engaging CSOs in policy development process.
  • Experience developing and conducting training and organizing and conducting public events.
  • Strong communication skills.
  • Experience working on USAID or other donor-funded projects is preferred.
