Project Manager, USAID / Pakistan, Arlington, VA

Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives .

Position Summary:

The project manager is responsible for managing all contractual, financial and logistical aspects of the project. S/he will report to the project's Sr Project Manager and Director of Operations.

Responsibilities:

  • Provide home office management support on a day to day basis in area of logistics, recruitment, and budgeting.
  • Handle recruitment, on-boarding and travel logistics for short-term consultants.
  • Issuing employment agreements in collaboration with the MSI contracts team
  • Providing logistical support to technical teams, including visa processing, pre-mobilization and deployment arrangements, in collaboration with MSI HO Travel team
  • Preparing client approval documents, including international travel requests
  • Processing STTA timesheets and invoices
  • Processing expense reports
  • Collaborating with the FO team on the ongoing activities related to the project recruitment, hiring, logistical support, security, and procurement
  • Supporting the team in development of procedures, policies, recordkeeping, and duties as required and related to overall administration of the project, including procurement
  • Coordinating other administrative, financial, and contractual parts of the project, as needed

Qualifications:

  • One (1) to three (3) years of relevant work experience.
  • Bachelor's or Master's Degree in international affairs, international development, or related field preferred.
  • Familiarity with FAR and USAID regulations preferred
  • Ability to work in multi-cultural environments and build effective working relationships with clients and colleagues.
  • Flexibility and ability to travel, especially to conflict zones.
  • Attention to detail and strong organizational skills required.
  • Experience with Microsoft Word, Excel, and PowerPoint required.
