Project Summary: **
The United States Agency for International Development (USAID), Program Office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. This study will focus on the BJEL project aimed at improving conservation of South Sudan's wildlife populations, decrease poaching and movement of illegal wildlife and wildlife products through engagement with communities to strengthen natural resource management, local governance, and improve other livelihood interventions. Moreover, to decrease conflict over resource use, BJEL designed to strengthen community involvement and capacity to sustainably manage resources for their long-term interests as well as strengthen the capacity of South Sudan's local organizations involved in wildlife protection, anti-poaching, and help implement livelihood activities in high priority biodiversity landscapes while fostering positive impacts to conservation, community security, and resilient livelihoods.
Position Summary:
The Team Member(s) will support the team leader in managing the data collection process including allocation of tasks to team members and ensuring the quality of the data being collected. The Team Member(s) will participate in the Team Planning Meeting and other preparation meetings as well as in selection of appropirate data collection methodologies and creation of corresponding interview instruments. S/he will conduct a review of documents assigned by the Team Leader and/or MESP as part of the literature review and prepare a summary report of the literature review.
The proposed dates are from June 2017 - August 2017 and the estimated LOE is 47 days (International) and 39 days for Local Experts.
Responsibilities:
- Conduct interviews with identified respondents including governments, IPS, local CBOs, USAID or others as identified.
- Draft sections of evaluation report or presentations according to specialty and as assigned by the Team Leader.
- Work with the team leader in preparing and managing briefings/oral presentations and reviews which serve as a checkpoint on the completeness of the evaluation team's data and analysis on each of the evaluation questions and on the clarity of the flow of the team's presentation of its findings, conclusions and recommendations.
- Draft sections of the evaluation report, preparing in accordance with USAID's “How to Prepare and Evaluation Report” guidance.
- Work with the team leader in debriefing the wider audience that include, USAID team, implementing partner (s), government invitees, and any other interested stakeholder.
- Contribute to the finalization of the report by incorporating USAID and stakeholder comments, and submit the report to MSI electronically.
- Submit all the quantitative and qualitative data sets obtained as a result of the evaluation to MSI including all documents, slides, etc.
Qualifications:
- Graduate degree and at last 8 years' experience in natural resources/forest management, protected area management, or related fields.
- Familiarity with integrated conservation development projects in developing countries, particularly in sub-Saharan Africa, either through managing or evaluating donor-funded projects.
- Substantive knowledge of participatory monitoring & evaluation processes is essential, and experience with CBOs/community development processes and country experience in Uganda is an advantage.
- Experience in the evaluation of technical assistance projects, if possible with Biodiversity. A demonstrated understanding of Biodiversity including GEF principles and expected impacts in terms of global benefits is essential.
- Excellent English writing and communication skills. Demonstrated ability to assess complex situations in order to screen succinctly and clearly critical issues and draw forward-looking conclusions.
- Experience in leading small multi-disciplinary, multi-national teams to deliver quality products in high stress, short deadline situations.
