Project Summary: **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:
MSI is seeking a qualified Field Manager for the performance monitoring of USAID's Development Objective (DO) 5 (Health) activities. USAID's Maternal, Newborn and Child Health (MNCH) flagship program is comprised of five interrelated components; Family Planning/Reproductive Health (FP/RH), Maternal Newborn and Child Health (MNCH), Health Communication, Health Commodities, and Supply Chain, and Health System Strengthening (HSS). Several national and public health organizations implement these individual components.
This monitoring assignment will focus on verifying and validating key activities within DO 5, and provide an independent perspective on DO 5 activity performance. The monitoring will begin on or about July 1, 2017 and continue for approximately three years. The team will include internal MSI staff as well as contracted specialists. This is a full-time position based in Sindh, subject to renewal every six months based on performance.
Responsibilities:
- Participate in the team planning workshop (TPW) in Karachi/Islamabad and develop data collection plans.
- Supervise field researchers and keep track of their daily activities.
- Meet with implementing partners and USAID/Karachi, when required.
- Arrange logistics to conduct key informant interviews (KIIs) with stakeholders, when required.
- Guide, and at times lead, field research activities, including supervising field researchers, to collect high-quality data.
- Provide feedback to field researchers on their data collection process and data quality.
- Complete an online tracker each day to update the assignment manager on progress.
- Liaise with implementing partners' activity managers, government counterparts and representatives of USAID/Karachi.
- Participate in conducting spot-checks during data collection, as needed.
- Undertake other tasks as assigned by the assignment manager for the successful completion of the assignment.
Qualifications:
- A Master's degree in public health, social sciences, or a related field.
- Demonstrated experience working with MNCH projects.
- At least five (5) years of experience with data collection and supervising enumerators, and managing field supervisors in the field.
- Excellent analytical and personal communication skills and ability to work as a member of a team.
- Willingness and ability to travel within the country.
- Fluency in Sindhi and Urdu languages are required.
- Proficiency in MS Excel is a requirement.
- Excellent English written and verbal skills.
