Project Summary: **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Please note: Only Pakistani citizens are eligible for this position.

Position Summary:
MSI is seeking a data analyst to be part of a team that will monitor the project activities of the USAID-funded FATA Temporarily Displaced Peoples (TDPs) Education Support Program (FESP). The purpose of the monitoring is to verify and validate the activities and to provide an independent perspective on the performance of the project as to what extent the activities are being implemented as per the project design. The data analyst will be responsible for the analysis of the data collected through monitoring visits and key informant interviews.
The estimated duration of the assignment is approximately eight months; July 2017 through February 2018. The data analyst will be required full time for the duration of the assignment.

Responsibilities:

  • Participate in an orientation and training session in Islamabad to understand the purpose of the monitoring and familiarize with the data collection instruments, data collection and analysis plans.
  • Support document review and secondary research relevant to the project.
  • Participate in meetings with implementing partners and USAID.
  • Write minutes of the meetings wherever applicable and submit them to the assignment manager.
  • Conduct key informant interviews (KIIs) with key stakeholders of the project which may include government officials.
  • Take comprehensive and high quality notes during interviews and transcribe notes in English in accordance with the required format.
  • Clean, code and analyze the data as per the instructions of the team lead and the assignment manager.
  • Fill an online tracker to update the assignment manager of the work done daily.
  • Coordinate and liaison with the implementing partner's activity managers and government counterparts.
  • Co-ordinate with the field researchers and keep a track of their data collection activities.
  • Participate in conducting spot-checks during data collection.
  • Undertake other tasks as assigned by the assignment manager for the successful completion of the study.

Qualifications:

  • At least a master's degree in social sciences or a related field.
  • A minimum of three (3) years of experience in qualitative and quantitative data analysis.
  • Advanced proficiency in MS Excel is required.
  • Knowledge of Stata/SPSS or a statistical software package is required.
  • Willingness and ability to travel to the field.
  • Verifiable involvement in at least two prior projects as a researcher, preferably executed by international NGOs or donors.
  • Fluent in written and spoken English is required.
  • Knowledge of Pashto language is preferred.
  • Must be willing to travel throughout FATA/KP.

Candidates that have a real or potential conflict of interest in this evaluation will not be considered for this assignment. Conflict of interest in this context includes, but is not limited to: close and/or family relations with the individuals that are related to the project, financial interest in the implementing organization(s) or grantees, current or previous experience with the project being evaluated or the USAID requesting office, etc.
