Project Summary: **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives .

Position Summary:
In August 2010, USAID in collaboration with a local partner, initiated the five-year Gender Equity Program (GEP) in Pakistan which aims to reduce gender inequality and gender-based violence, and enable women and girls to realize their rights, determine their life outcomes, and influence decision-making at all levels. GEP awards sub-grants to public and private sector entities to improve attitudes and behavior towards women; expand women's access to justice; increase women's awareness of and opportunities to exercise their rights; strengthen the capacity of women's rights organizations; and contribute to a productive discourse on gender equity within Pakistan. GEP's original end date has been extended through August 2017 and USAID/Pakistan is in the process of designing a new social inclusion program that will continue the Mission's support to women and reducing gender inequalities, as well as contributing to efforts to support and improve the status of women, youth and other vulnerable populations in Pakistan.

MSI is seeking two (2) gender specialists with knowledge of gender issues and marginalized populations in Pakistan to conduct a desk review of existing studies and primary data collection and analysis to identify gender programming priorities that will inform future USAID programming on gender and social inclusion. A particular focus of the research will be 1) access to justice, 2) participation in politics and political processes, 3) prevention and response to gender-based violence (GBV), particularly from the perspective of policy reform and supporting the Government of Pakistan (GoP) in implementing existing GBV-related laws, 4) economic empowerment, and 5) women, peace and security (WPS). Findings from the GEP final evaluation and consultations with stakeholders including Government of Pakistan (GoP) representatives and donors will also inform the study. The assignment will be conducted under the direction of PERFORM staff and will continue for approximately 16 weeks between May 2017 and August 2017.

Responsibilities:

  • Conduct a desk review of relevant documents including existing studies, reports, surveys or other data related to the research focus.
  • Design data collection instruments.
  • Develop a data analysis plan.
  • Conduct key informant interviews (KIIs).
  • Analyze qualitative and quantitative data.
  • Present results to USAID.
  • Prepare a draft final report and other briefing papers.
  • Undertake other tasks required for the successful completion of the assignment.

Qualifications:

  • Master's degree (or equivalent) in social sciences, political science, international affairs, or a related technical field.
  • At least ten (10) years of work experience evaluating and/or addressing gender issues with a particular focus on GBV and WPS, including knowledge of and country experience in conflict/post-conflict situations.
  • Thorough knowledge of gender issues in Pakistan, including relevant gender and human rights legislation in Pakistan.
  • Excellent social science research skills with experience conducting desk research, primary data collection and data analysis.
  • Familiarity with USAID and USAID ADS 205 on Gender Integration.
  • Able to collect, manage, synthesize, and analyze large amounts of qualitative data to draw out key findings and conclusions and develop draft recommendations.
  • Fluency in English, both verbal and written communication.
