Proposal Summary: **
The Afghanistan Monitoring, Evaluation and Learning Activity (AMELA) will assist USAID/Afghanistan in achieving the Agency's vision for strengthened monitoring, evaluation and learning through four components. The components include: 1) Evaluation Technical Support Services, 2) Monitoring Technical Support Services, including third party monitoring, 3) Learning and Adaptive Management Services and 4) Program Support Services, including support for strategic planning and the development of the new Mission Country Development Cooperation Strategy (CDCS) and Performance Management Plan (PMP). This is a five-year project with expected start in late 2017 or early 2018.
Position Summary:
MSI is seeking a long-term Senior Communication Specialist. This role will be responsible for designing and implementing comprehensive, context specific communications strategies.
Responsibilities:
- Formulate mission wide messages and implement development, outreach and communications efforts to increase awareness of USAID assistance programs in Afghanistan.
- Conceptualize and oversee the production of video messages, radio spots, social media postings and print collateral to promote messages regarding USAID assistance programs to Afghan audiences.
- Research and write success stories about USAID activities.
- Provide guidance to achieve maximum exposure and understanding of USAID assistance programs and aid in setting priorities for USAID media and public outreach.
- Monitor local and international press coverage, awareness and attitude of the USAID programs being monitored.
- Plan and promote events where messages about USAID activities are shared with Afghan audiences.
- Manage any communications-related to this specific contract and the programs which are to be monitored and evaluated.
Qualifications:
- Minimum seven (7) years of experience in Afghanistan in communications, journalism, media relations or a related field.
- Experience with writing press releases and success stories, development of scripts for radio and video spots and use of social media channels to reach the public preferred.
- Bachelor's degree in communications or related-field.
- Familiarity with foreign assistance and USAID's contributions to Afghan society preferred.
- Demonstrated ability to work with internal and/or external parties including USAID and IPs.
- Expert skills in Microsoft Word for report and document preparation. Skills in publication software preferred. Proven skills in PowerPoint and other presentation software.
- English fluency required.
