Project Summary: **
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d'Encadrement Technique (CFET)), USAID, and the GOH, which aims to build local capacity to create a more stable and viable Haiti. KONEKTE's main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian Diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH's ability to ensure the sustainability of the program's achievements.

Location and Duration of Position:
The position will last for 8 months. The Director of Program Implementation will be housed in the KONEKTE Program office in Port-Au-Prince, Haiti.
Position Summary:
Under the direction of the Chief of Party (COP), the Director of Program Implementation (DPI) will be responsible for providing overall leadership, as well as technical oversight, support, and implementation of activities, in accordance to USAID regulations and MSI's internal policies and procedures. In close coordination with the Director of Task Order management (DTOM), the incumbent is also responsible for developing quality control policies to ensure efficient coordination and smooth running of project activities under the KONEKTE project. The DPI is also required to work closely not only with technical team members, but also with various operation units such as contracts, procurement, finance, human resources (HR), and office management.
General Responsibilities:
- Coordinate between the various component pillars of the project to ensure that they are integrated and complementary.
- Working closely with the COP, serves as a key coordinator with the Government of Haiti (GOH), civil society, international and local NGOs, and other organizations to develop partnerships and synergies, and raise the level of government civil servants and civil society involvement and awareness in Governance sector activities.
- Responsible for activity development, program management of technical activities, coordination, and strategic direction.
- Ensures that all processes and procedures for implementing and integrating different project components and/or results are followed.
- Communicates short-term direction to field staff and define the linkage between short and long-term project goals.
- Provides direction and feedback to staff reporting directly to the DPI, and prepares annual performance evaluations on a timely manner.
- Ensures that work plans are successfully implemented in terms of performance, results, requirements, and standards, while following USAID contractual obligations.
- Provides input regarding the need for, scope of, qualification, timing, duration, retention, and selection of local consultants, while overseeing their work.
- Other duties as assigned by COP.
Specific Responsibilities:
- Assist COP to ensure coordination and develop synergies among project components and implementation of technical activities.
- Provide substantial support to DTOM to ensure, guarantee and verify that all project activities are audit compliant and implemented in a timely manner in accordance with the annual work plans, and performance monitoring plans (PMPs).
- Assist COP in oversight of the following: sub-contracts - including milestones achieved, progress reports, and timely submission of deliverables. Notify the COP immediately when a deliverable is not going to be achieved on time to prepare a contract modification and related supporting documentation.
- Supervise the project's monitoring & evaluation (M&E) efforts, including implementation of surveys (when applicable) to establish project activities' baselines, as well as developing quality control tools and procedures for project activities, and data gathering for performance monitoring reports from each component/result.
- Assist the DFA and COP in determining allocation and/or reallocation of funds as necessary for the accomplishment of project goals.
- Supervise the preparation of periodic reports such as bi-weekly, monthly, quarterly, annual, work plans, and other reports, as required by the MSI home office and/or USAID, in a timely and thorough manner. Responds to urgent requests for information on project technical activities as requested by the COP.
- Supervise and ensures that success stories are developed at least once per month, including photographs if possible; and, promptly submits to home office for review.
- Undertake other duties as assigned by COP to achieve project goals under the project's SOW.
Qualifications:
- BA in Organizational Development, Public Administration, Development Studies, Law, Sociology, International Relations, Peace Building, Business Administration, Economics, or related field (or the equivalent career experience) is strongly required. Master's Degree preferred.
- At least 5 years of relevant work experience in managing and coordinating implementation of technical activities under international-funded projects.
- At least 5 years of experience working with USAID contracts and/or cooperative agreements.
- Exceptional knowledge of the governance area in Haiti, organizational and problem-solving skills, attention to detail, and ability to work under pressure.
- Strong writing, management, interpersonal, and communication skills.
- Tact, diplomacy, and calmness, especially when dealing local and international counterparts, as well as under emergency situations.
- Excellent negotiation skills and good intuition to make crucial judgment calls.
- Advanced knowledge of Microsoft Office including Word, Excel, Outlook, and Power Point.
- Fluency in English, French, and Creole.
