Project Summary: **
In January 2017, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to develop a comprehensive monitoring and evaluation program for USAID-sponsored development programs in Mozambique. Specifically, Mozambique Monitoring and Evaluation Mechanisms and Services (MMEMS) will provide continued, on-the-ground support for performance monitoring, data verification, evaluation of the impact, output and outcome results and environmental compliance of USAID/Mozambique's activities. These efforts aim to make USAID/Mozambique a more effective, better performing and more adaptive development organization.

Position Summary:
MSI is looking to fill a DCOP position in Mozambique. The DCOP will report to the MSI MMEMS Chief of Party (COP) to assist with the project's technical and operational implementation. The initial period of performance of the project will be five years. MSI will issue a yearly contract per each completed year. The project is based in Maputo, and the DCOP will support the Nampula and Quelimane regional offices.

Responsibilities:

  • Under the guidance of the COP, assist with the project's full range of technical services and operational aspects, as required.
  • In collaboration with the COP, supervise field offices in Quelimane and Nampula.
  • Lead management of some monitoring and evaluation tasks focused in the Quelimane and Nampula areas.
  • Support the creation/update and management of performance tracking systems in the Nampula Quelimane areas.
  • Participate in evaluation work when appropriate, including data collection.
  • Lead MMEMS training efforts to remote areas.
  • Organize and participate in periodic learning opportunities and the presentation of lessons from analytic work.
  • Collect information for and complete initial drafts of periodic project reports.
  • Participate in evaluation work when appropriate, including data collection.
  • Ensure that gender considerations and the needs of special populations are fully considered in all evaluation, monitoring and survey work that she/he supervises.
  • Provide administrative management and support to project activities, as required.
  • Support recruitment of evaluation consultants and other special technical consultants.
  • Assist with the logistical planning and components of evaluations and other field based activities.

Qualifications:

  • A Bachelor's (Master's preferred) degree in the field of international relations, economics, political science, public policy, management, and/or other relevant field.
  • At least 8 years of experience working on donor-funded mechanisms, including management and staff supervision.
  • Experience in the design, implementation, and management of monitoring, evaluation, and performance management.
  • Experience with creating and managing performance tracking systems.
  • Experience leveraging performance monitoring data for the improvement of ongoing project/activity management.
  • Experience in the gender dimensions of monitoring and evaluation.
  • Professional working knowledge of English; fluency in Portuguese.
  • Extensive experience in report writing and strong communication skills.
  • Extensive experience in providing quality report and evaluation presentations.
  • Demonstrated knowledge of USG policies related to evaluation and performance management.
