Justice and Security Sector Project, Honduras

Proposal Summary:

MSI is currently seeking applications from qualified candidates for potential long-term and short-term technical staff positions for an anticipated five-year USAID funded justice and security project in Honduras. This anticipated project is intended to promote rule of law through more effective and accountable judicial institutions, promoting human rights, engaging citizens in policy-making processes, creating mechanisms for alternative dispute resolution, community policing, and working with civil society organizations to serve as watchdogs over justice and security actors.

Position Summary:

MSI is seeking an experienced Criminal Justice Advisor who will be responsible for leading the design, management and implementation of criminal justice project activities, including inter-disciplinary approaches to crime and violence prevention, human rights protection, alternative dispute resolution mechanisms, and related activities intended to support the criminal justice sector to efficiently and effectively administer justice. S/he will report directly to the projects Chief of Party.

Responsibilities:

  • Provide technical expertise in leading the management and implementation of all criminal justice project activities under the supervision of the Chief of Party.
  • Work closely with police, prosecutors and judicial authorities in the design and implementation of relevant criminal justice activities to ensure relevance and stakeholder input.
  • Provide management and oversight of field staff and local or international consultants working on criminal justice project activities.
  • Build strong working relationships with relevant justice and security sector institutions and civil society partners in project implementation.
  • Oversee project budget as related to criminal justice activities, and coordinate with the CoP on project expenditures.
  • Contribute to strategic planning and drafting of Annual Work Plans, M&E Plans, Quarterly Reports and related reporting requirements for criminal justice activities, as required by the COP, MSI or USAID.

Qualifications:

  • Advanced degree in law, criminal justice, human rights, or other relevant field.
  • Minimum of 5-10 years of professional legal or criminal justice experience, i.e. lawyer, prosecutor, public defender, human rights defender.
  • Technical expertise in the criminal justice sector, including crime and violence prevention, human rights, alternative dispute resolutions, and related areas, particularly in Honduras.
  • Demonstrated experience working with the police, prosecutors and courts systems in criminal investigation and prosecution of criminal cases.
  • Experience working with civic society organizations in raising awareness of justice sector processes and laws strongly preferred.
  • Fluency in spoken and written Spanish and English required.
  • Experience with USAID or other donor-funded justice sector projects strongly preferred.
