Project Summary:
The three-year USAID Senegal Mission Wide Monitoring & Evaluation Project (MEP) will provide USAID/Senegal with performance measurement and management support activities, including but not limited to monitoring and evaluation design, program evaluation design and implementation, impact evaluation design and implementation, sectoral assessments, surveys, activity/project design, target setting, and statement of work (SOW) development for evaluation activities. This contract seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.

Position Summary:
MSI is seeking a French-speaking expert in health systems strengthening with background in financial health system and in malaria programs to lead a USAID/Senegal-funded performance evaluation of the national malaria initiative with the Senegalese Ministry of Health. MEP is managing the evaluation which is expected to cover a two-month period of time.

Responsibilities:

  • Work closely with a Senegalese malaria specialist expert and a Senegalese organizational development/ methodologist specialist to conduct the evaluation, in close coordination with MEP's Task Manager.
  • Lead the design of the evaluation methodology and tool development and field work.
  • Lead the development and writing of the report, in English and preparing an initial findings, conclusions and recommendations presentation for project stakeholders. It is expected that the report will be developed initially in English and then translated into French.

Qualifications:

  • A minimum of a Master's Degree in social sciences with specialization in health systems strengthening.
  • At least 20 years of experience working with health systems strengthening activities.
  • At least 10 years of experience leading project or activity evaluations.
  • At least 5 years of experience working within national Ministries, preferably health and familiar with Ministry planning and management systems.
  • Ability to read, write and speak French and English fluently.
  • Experience with malaria prevention approaches.
  • At least 10 years' experience working in francophone Africa.
