Proposal Summary:
The anticipated USAID-funded, five year IGPA project aims to build public sector transparency and accountability, strengthen decentralization, and improve access to essential services such as electricity, water and sanitation, healthcare and education for Iraqi citizens.

Position Summary:
The Director of the Service Oversight and Monitoring Component is responsible for the leadership and management of all elements of the component program. Candidates should have expertise in programs such as citizen's scorecards, civil society watchdog functions, ministry outreach to citizens and communities, citizen's complaint systems, and strengthening the capacity of government institutions of performance monitoring and/or quality assurance.

Responsibilities:

  • The Component Leader reports to the Chief of Party, and will directly supervise and provide leadership to the Component's senior advisors/team leaders.
  • S/he will direct and coordinate with the leaders and assigned personnel of the project's Iraqi NGO subcontractors and partners.
  • S/he will directly liaise with the appropriate service ministry officials at the central, provincial, and municipality level.
  • S/he will be responsible for formulating the Component's annual work plan in conformance with the project's Performance Management Plan.
  • S/he will be responsible for the Component's Weekly Activity Reports, Monthly Progress Reports, Quarterly Performance Reports, and Annual Reports.
  • S/he will respond through or with the CoP to questions and requirements of the USAID CoR.

Qualifications:

  • The candidate should have 10 years' experience with donor funded service delivery monitoring programs in developing and post-conflict countries
  • The candidate will have a master's degree or the equivalent in engineering or social sciences
  • The candidate must be fluent in written and spoken English. Arabic language skills would be preferred.
