Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:
MSI is seeking a qualified Urban Infrastructure Specialist to serve on the evaluation team of an evaluation of USAID/Pakistan's urban infrastructure projects implemented under the Pakistan Transition Initiative (PTI) program in the Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KP). The PTI has worked to enhance the legitimacy and extend the writ of the Government of Pakistan in conflict-prone areas of FATA and KP. The primary approach to achieving this objective has been a series of confidence-building initiatives. In late 2013, PTI began implementing infrastructure projects in selected urban areas as part of a new strategy to expand towards the KP districts and Peshawar City. The main sectors where the PTI program has carried out infrastructure projects are water and sanitation, flood protection, transportation, agriculture and livelihoods, and education and skills development. Most large infrastructure projects were in transportation, whereas smaller projects focused on water and sanitation. This evaluation will help gauge the effectiveness of these urban infrastructure development projects and inform future programming in the region.
The Urban Infrastructure Specialist should be very familiar with infrastructure projects, particularly in the context of USAID programming in Pakistan and FATA. The Infrastructure Sector Specialist should be able to work in FATA and KP, and be fluent in Pashto. The evaluation will begin on or about first week of January 2017 and finish by the end of May 2017. The anticipated level of effort is approximately 60 days.
Responsibilities:
The Urban Infrastructure Specialist will work with the rest of the evaluation team and with other MSI staff and participate in all aspects of the evaluation including:
- Reviewing background documents and organizing results of the review in a matrix template.
- Participating in a team planning workshop to plan the evaluation.
- Providing technical input and contextual knowledge into data collection instruments, a data collection plan, and a data analysis plan.
- Leading the training of field data collectors.
- Participating in fieldwork, including preparing notes of any interview s/he conducts.
- Contributing to the analysis of qualitative and quantitative data.
- Presenting results to USAID and implementing partners.
- Contributing to report writing.
Qualifications:
- At least a Master's degree in a relevant field and ten (10) years of professional experience or a Ph.D. with at least five (5) years of experience.
- Demonstrated urban infrastructure sector and evaluation experience.
- Experience working on or evaluating stabilization programs in transitional environments.
- Excellent personal communication and English writing skills.
- Familiarity with FATA and USAID programming in FATA.
- Fluent in Pashto.
- Experience working in complex environments.
