Project Summary:
In July, 2016, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide monitoring and evaluation support (MESP) to USAID-sponsored development programs throughout Indonesia. Indonesia MESP will support USAID/Indonesia in implementing its Country Development Cooperation Strategy (CDCS). Specifically, MSI will help collect, manage, and utilize indicator information in order to reveal whether desired results are being achieved and whether implementation is on track, conduct evaluations to inform the mission's management decisions, build capacity of USAID and other development stakeholders and promote a culture of Collaboration, Learning, and Adapting.

Position Summary:
MSI is seeking a health expert who will serve as Team Leader for the evaluation of the USAID/Indonesia Maternal & Child Health (MCH) portfolio. The Team Leader will work closely with USAID/Indonesia, its implementing partners, government stakeholders and private sector representatives to carry out the evaluation.

The evaluation will last for approximately 13 weeks; field work will last approximately 8 weeks and take place during from January-March, 2017 in Jakarta including three weeks of travel to provinces outside of Jakarta. The Team Leader will lead the team in reviewing and consolidating learning across the portfolio, identifying what approaches have been or could be most effective in contributing to the goal of reduced maternal and newborn mortality across Indonesia, including possible approaches that were not part of the current activities. The Team Leader is expected to present preliminary findings to the USAID/Indonesia mission.

Responsibilities:
Under the direction of the MESP Technical Director and Chief of Party, the team leader will supervise team members in all aspects of the evaluation including**:**

  • Lead the team in finalizing the evaluation design and developing data collection instruments and data collection and analysis plans.
  • Coordinate activities, meetings, and consolidating inputs from team members.
  • Participate in field work.
  • Assess and analyze qualitative and quantitative data, including for performance, benefits, and the impact of MCH portfolio strategies.
  • Debrief USAID/Indonesia on findings; write an evaluation report including findings, conclusions, and recommendations
  • Undertake other tasks required for the successful completion of the study.

Qualifications:

  • At least a Master's degree in a health related or social sciences related field and 15 years of professional experience or a Ph.D. in a relevant field with at least 10 years of experience.
  • Demonstrated experience leading/participating in health evaluations, preferably in maternal and child health for USAID supported projects.
  • Knowledge of maternal and child health programs, USAID, USAID health programming, and USAID evaluation policy.
  • Excellent personal communication and English writing skills.
  • Fluent in quantitative and/or qualitative research methods.
  • Experience working across cultures in complex environments.
