Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:
MSI is seeking a qualified Gender Specialist for a series of six workshops with key USAID/Pakistan staff to develop action plans that respond to findings contained in the May 2012 Gender Baseline Assessment (GBA) of the mission's compliance with the USAID 2012 policy on Gender Equality and Female Empowerment and related USAID requirements. The Gender Specialist will assist the PERFORM Gender Advisor and Assignment Manager to plan and facilitate the workshops and prepare the debrief and action plan reports for USAID/Pakistan. The purpose of the Action Plan Workshops is to develop a clear set of actions that the Office of Acquisition and Assistance (OAA) and five development objective (DO) teams should take within a prescribed timeframe to fully comply with the USAID 2012 Gender Policy and related requirements of the USAID Automated Directives System (ADS).
This assignment will run intermittently from o/a January 9-April 15, 2017. The level of effort for the Gender Specialist is 52 days.
Responsibilities:
- Review the USAID/Pakistan Gender Baseline Assessment report, USAID 2012 Gender Policy, relevant sections of the ADS, and the USAID/Pakistan Mission Order on gender.
Under the direction of the PERFORM Gender Advisor and Assignment Manager, the Gender Specialist will contribute to:
Briefing USAID Senior Management on the key findings of the GBA report.
Participating in all meetings with USAID/Pakistan Gender Specialists, and staff of OAA and DO teams.
Preparing the workshop agendas, materials, and presentations.
Facilitating the workshops.
Preparing the debrief and action plan reports.
Undertake other tasks as required.
Qualifications:
- Master's degree or equivalent in development studies or other relevant discipline, with strong technical emphasis or specialization in gender preferred.
- At least ten (10) years' work experience in programming for women's development and addressing gender considerations in development projects.
- Familiarity with USAID 2012 Gender Policy and ADS 205 on Gender Integration.
- Experience in planning and facilitating meetings and workshops.
- Able to synthesize, organize and report workshop outcomes in PowerPoint briefs and reports.
- Strong English verbal and written communication skills.
