Project Summary: In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary: MSI is seeking a consultant to serve as the Assessment Team Leader for data collection of the 2017 midline Early Grade Reading Assessment (EGRA). USAID/Pakistan is funding two large projects, the Pakistan Reading Project (PRP) and Sindh Reading Project (SRP), to improve early grade reading in public primary schools throughout Pakistan, except for Punjab province. A baseline EGRA was conducted in 2014, prior to the start of USAID/Pakistan project interventions. The 2017 midline will provide evidence of progress made in student test scores following the commencement of project activities in 2015.

The Assessment Team Leader will work collaboratively with PERFORM and the MSI Education team to provide in-country technical direction throughout the planning and execution of the EGRA midline to ensure that testing instruments are valid, data collectors are well prepared to administer the test, and data collection is carried out per the field collection plan and generates clean, quality data that can be compared to the EGRA baseline data.

This is a full time assignment and will last from December 2016 through July 2017. The position may be extended to support data analysis, report writing, and presentations of findings on a part time basis through the end of 2017. The anticipated level of effort for the Assessment Team Leader is approximately 200 days and will require travel and fieldwork throughout Pakistan.

Responsibilities:

  • Work closely with the MSI Education team in the development and refinement of testing instruments, research methodology, data collection field plans, data analysis and tabulation plans, and sampling plan.
  • Liaising with all provincial and district education authorities for the planning and authorization of the data collection.
  • Lead the recruitment and selection of Quality Control Officers (QCOs), and Master Trainers.
  • Participate in the procurement technical review committee for the selection of the data collection subcontractors.
  • Participate in the training of QCOs, Master Trainers, Field Supervisors and data collectors.
  • Plan and supervise all data collection during the pilot testing and operational phases in all targeted provinces and districts.
  • Assist in data analysis, preparation of debriefs to USAID and report writing.
  • In collaboration with the MSI Education Team, provide in-country technical direction throughout the assignment.
  • Assist with other tasks necessary to successfully complete the assignment.

Qualifications:

  • At least a Master's degree in education or a related field, PhD preferred.
  • Demonstrated experience in educational assessment at primary grade level, including experience with the provincial education systems at the highest levels.
  • Demonstrated experience with managing large data collection teams, preferably throughout all areas of Pakistan.
  • A minimum of ten (10) years of experience with monitoring and evaluation, especially overseeing/leading or providing technical support for student assessments at primary level, and collecting and analyzing quantitative education data. Additional experience with teaching or training preferred.
  • Experience preparing PowerPoint presentations and drafting evaluation/assessment reports, particularly for USAID.
  • Excellent analytical, and oral and written communication skills.
  • Able to work effectively as part of a large team of local and expat dedicated professionals.
  • Able to work under tight deadlines and produce quality work.
  • Fluent in written and spoken English and Urdu. Additional fluency in Sindhi preferred.
