Position Summary: USAID's Regional Governance Activity (RGA), implemented by MSI, is a four-and-a-half year activity to improve subnational governance in 40 conflict-affected municipalities. It aims to build trust, credibility and legitimacy while increasing the capacity of subnational governments to deliver services to vulnerable sectors of population.

RGA is hiring a component coordinator with experience in public management of municipal and departmental governments. The individual selected will be responsible for working with government counterparts in the Colombian government (GOC) to effectively identify finance reforms issues related to decentralization; engaging local and regional officials to implement transparent and efficient planning, budgeting, and monitoring processes; and coordinating between national, departmental, and municipal level activities in accordance with RGA's work plan.

Responsibilities:

  • Identify key public finance reform issues related to decentralization with GOC counterparts, particularly DNP and Ministry of Finance.
  • Work with stakeholders to generate inputs to reforms on subnational public finances.
  • Work with local and regional officials to implement transparent and effective planning, budgeting, accounting, reporting, and monitoring tools.
  • Provide inputs on component 2 activities for all reports required by the contract or by the DCOP and COP, as well as the needs of the Performance Monitoring Plan.
  • Liaise with the Regional Coordinator to ensure that component activities are carried out in each of the municipalities in accordance with the RGA work plan.
  • Coordinate national, departmental, and municipal level activities pertaining to subnational government efficiency, efficacy, transparency, and good governance for RGA.
  • Ensure gender, social inclusion, and environmental perspectives are included in Component 2 activities.
  • Provide RGA with expertise, in-house and for external partners, on issues pertaining to good government, governance, and decentralization.
  • Assist in the implementation of MSI methodologies, approaches, and models for national and subnational governance.
  • Provide training to staff, regional offices, partners, and allies as required by the DCOP and COP.
  • Document, draft, and produce written Component 2 and RGA program activities, approaches, and methodologies, as required.
  • Any other tasks delegated by the DCOP and COP.

Qualifications:

  • Master's degree in Public Administration, Government, or related fields.
  • Experience with USAID-funded projects is highly preferred.
  • Public management experience in Colombia is highly preferred.
  • Full proficiency in English and Spanish at a business level.
  • A minimum of 6 years of experience in:
    • Working with national and local actors on issues of decentralization, public finance reforms and strengthening municipal fiscal capacity.
    • Local capacity building as it relates to planning, budgeting, and expenditure at the subnational level. Working with international organizations and/or implementing partners of international organizations is required.
