Project Summary:
The Feed the Future Cereal Value Chain (CVC) award is the central component of the USAID/Mali CVC Project and plays a leading role in coordination and value chain integration, with support from other CVC awards that center on policy reform, research, and finance. The CVC award promotes the integrated, women empowering, and inclusive development of the sorghum/millet and rice value chains and contributes to strengthening resilience of vulnerable communities and populations. This includes key activities necessary for value chain integration and competitiveness such as production, research and technology dissemination, marketing, processing, trade, finance, capacity building and elements of policy reform. Key aspects of the implementation approach include: capacity building across an array of business development services and agricultural production skills; strengthening relationships among value chain actors and support services; and promoting an enabling environment necessary for long-term competitiveness.

Position Summary:
MSI is looking for a senior evaluation specialist to be a part of a team conducting a mid-term performance evaluation (MPE) of the Feed the Future Cereal Value Chain (CVC) award over a two-month period beginning mid-October 2017 in Bamako, Mopti and Sikasso. This MPE is intended to independently assess the performance of the CVC activity and address any gaps in the CVC Impact Evaluation award currently being implemented by IOS Partners. The MPE should determine what components and project aspects are working well and why, and suggest modifications and mid-course corrections for those that are not, in order to guide management over the second half of implementation.

Responsibilities:

  • Ensure that the evaluation final design, data collection and analysis are sound methodologically.
  • Participate in the team planning workshop and in developing data collection instruments, data collection plan, and a data analysis plan.
  • Interview project stakeholders and prepare evidence-based analysis.
  • Lead the data analysis for both qualitative and quantitative sources.
  • Participate as part of the writing team with the team leader to prepare deliverables, including reports, presentations, summaries, and briefs in French and English.
  • Give inputs in the draft evaluation workplan and be integral part of the initial briefing with USAID staff prior to field work.
  • With the team leader assist in the finalization of the evaluation report based on inputs from reviewers.

Qualifications:

  • Master's Degree or Ph.D. in international development, public policy, economics, or other relevant field from an accredited institution.
  • Minimum ten (10) years of demonstrated experience in designing and implementing evaluations, data analysis and similar research, preferably with USAID and working with teams.
  • Experience with agricultural projects in Mali or in Western Africa.
  • Experience with designing and implementing qualitative studies.
  • Ability to work with a variety of people from different backgrounds.
  • Demonstrated fluency in written and spoken French and English.
