Project Summary:**
The Regional Governance Activity (RGA) Program aims to improve sub-national governance in 40 municipalities and 9 departments affected by the conflict in Colombia. RGA will work to improve the effective delivery of services to citizens and increase citizen participation in local government. Municipal capacity to effectively deliver services to citizens plays a key role in building the legitimacy of the state at the local level. Given that the lack of state legitimacy at this level contributes to conditions that foster or perpetuate conflict, increased legitimacy will contribute to minimizing conflict.

Position Summary:
The candidate will be responsible for the management and processing of the information from the Program's activities through its monitoring and evaluation system, and for reporting it to USAID through the MONITOR and TRAINET platforms. The Database Specialist will mainly operate at the Program's field office in Bogota, but he/she will frequently travel to the conflict-affected areas in Colombia targeted by RGA. Candidates should also note that this is a long term assignment.

Responsibilities:

  • Capture and process the information generated by the implementation of the program's activities in the information system for monitoring and evaluation.
  • Processing, analyzing, and storing the information in RGA's implementation process.
  • Keep the database updated.
  • Generate timely information reports for system users.
  • Support creation of reports, recommending designs, images, and other resources that facilitate the presentation of information in a practical, understandable, and user-friendly manner.
  • Report implementation information to USAID through various systems, including: MONITOR, TRAINET, and DATA
  • Document the development of the process implemented in the system and hardware, software, and data preparation requirements.
  • Train and provide technical assistance to staff on the use of RGA's Monitoring and Evaluation Information System.
  • Other responsibilities as agreed upon with the Supervisor that are related to achieving the aim of the contract.

Qualifications:

  • Bachelor's degree or equivalent in Systems Engineering, Industrial Engineering, Telematics, Economics, Administration, Accounting, and/or relate fields.
  • A minimum of 3 years of experience in management of monitoring and evaluation systems, report development, data visualization and presentation of information.
  • Knowledge and experience with management information systems used by USAID, including MONITOR and TRAINET. Familiarity with USAID M&E requirements and practices strongly preferred.
  • Ability and disposition to travel to conflict-affected areas in Colombia.
  • Full proficiency in English and Spanish at a business level.
