Proposal Summary: **
MSI is bidding on a performance evaluation of Basic Education Program (BEP) project funded by USAID and the Kosovo government, which aims to benefit the public primary and lower secondary schools in Kosovo). The purpose of the evaluation is to provide USAID/Kosovo with an objective external evaluation of the management, performance and sustainability of BEP activities from August 30, 2010 to the present.

Position Summary:
MSI seeks two Basic Education Analysts to support a multi-national team to develop and adopt an approach that elicits and analyzes information, provides key findings, conclusions, recommendation, and lessons learned. This position will be a short-term, two to three week assignment based in Pristina, Kosovo.

Responsibilities:

  • Provide input to the evaluation work plan, design methodology, data analysis plan and data collection instruments
  • Participate in a desk review of key project documents and relevant reports
  • Support planning, scheduling and logistics for field work
  • Participate in field work to collect data from key stakeholders through interviews, focus groups, surveys and other techniques
  • Assist in the transcription and analysis of quantitative and qualitative data collected
  • Help draft the evaluation report in English
  • Participate in debriefs and meetings with USAID, as requested.

Qualifications:

  • Bachelor's degree or higher in education, statistics, or relevant field of study.
  • At least five (5) years of demonstrated experience in implementation, development and/or evaluation of projects related to the education sector.
  • Knowledge of basic education system reforms in Kosovo
  • Proven availability to collect, process, analyze, and report data collected during the evaluation process.
  • Familiarity with current USAID evaluation policies
  • Excellent written and oral communications skills.
