Proposal Summary:
MSI is bidding on an evaluation of USAID/Kosovo's Advancing Kosovo Together (AKT) project, which aims to remove barriers that prevent the creation of avenues for cooperation and connection between the Government of Kosovo (GOK) and Kosovo-Serb communities. The project is implemented in 16 municipalities and is designed to increase constructive inter-ethnic cooperation and interaction between the Kosovo majority and non- majority population. The project focuses on opportunities to get people thinking, talking and engaging with members of other communities. These include grassroots community exchanges, opportunities to better integrate non-majority and majority markets, including improved overall value chains to encourage long-term economic viability of businesses, and increased responsiveness of local administrations to the service needs of minority communities.

Position Summary:
MSI seeks a Local Evaluation Specialist with experience in business sector engagement and job creation to support a multi-national team tasked with evaluating USAID/Kosovo's AKT project. This position will be a short-term, five week assignment based in Kosovo.

Responsibilities:

  • Provide input to the evaluation work plan, design methodology and data collection instruments
  • Participate in a desk review of key project documents and relevant reports in Kosovo regarding minority integration and USAID Forward requirements and develop a bibliography and a Situational Analysis to serve as background for the Evaluation Report.
  • Support planning, scheduling and logistics for field work in 10 of 16 municipalities where AKT is implemented
  • Participate in field work to collect data from key stakeholders through interviews, focus groups, and other techniques.
  • Analyze quantitative and qualitative data collected through field work and document review
  • Help draft the evaluation report in English
  • Participate in debriefs and meetings with USAID, as requested.

Qualifications:

  • At least five (5) years of experience specific to business sector engagement and job creation concepts.
  • A Bachelor's or higher university degree in economics, public policy, statistics, political science, public policy, or other relevant field.
  • Experience participating on evaluations teams for performance or impact evaluations in the sectors of democracy and governance, industry, or post-conflict management and mitigation.
  • Familiarity with USAID policies related to evaluation and performance management.
  • Knowledge of best practices regarding gender integration in program design and evaluation.
  • Strong written and oral communication skills in English and excellent interpersonal skills.
