Project Summary:
The goal of the program is to improve Colombian ability to implement rapid response during the critical first 36 months after the signing of a peace accord. The objects of the program are to improve the ability of the government to plan and execute elements of rapid response during the peace process and to promote collaboration between territorial actors to lead the implementation of the accords.

Position Summary:
Colombia Transforma is looking to expand our roster of consultants to support the program with significant national and field level experience in the following sectors:
- Agriculture and territorial development,
- Rural development,
- Small infrastructure and roads,
- Political participation and civil society strengthening,
- Communications and media
- Youth at risk, protection and recruitment prevention.
Experienced consultants are frequently needed on short notice to provide critical advising and support functions to program activities in Bogota and at the regional and community levels. Consultancies range from a few weeks to a few months and occur throughout the year. Specific consultant responsibilities and deliverables are tailored to their respective assignments. Assignments will be defined by the program in consultation with government entities such as the Ministry of Post-Conflict and the Office of the High Commissioner for Peace, for example.
Types of Responsibilities and Deliverables (vary according to consultancy sector focus):
- Provide sector technical and strategic advising on critical issues related to rapid response and peace agreement implementation and institutional reforms.
- Lead the development and piloting of specific products, methods and tools for rapid response and peace agreement implementation and institutional reforms.
- Elaborate analyses, recommendations, learning and report documents for use by government entities at the national and territorial levels.
- Execute field visits to pilot target locations to coordinate, evaluate and document activities.
- Provide technical training, training of trainers, on key topics for rapid response and peace agreement implementation.
Qualifications:
- University degree/s in relevant fields (law, political science, sociology, economics, psychology, conflict mediation and peace-building, agronomy, engineering or others).
- Previous consulting experience with government and civil society actors.
- Experience working with other international and local officials and international organizations in developing assessments and recommendations; 5-10+years of successful experience in relevant sector.
- Excellent analytical, written and communication skills.
- Organized, autonomous, able to be flexible and work under demanding conditions and time constraints.
