Proposal Summary: **
MSI is seeking a Deputy Chief of Party (DCOP) for an upcoming 5 year USAID-funded project focused on Human and Institutional Capacity Development (HICD). The position will be based in Mexico City and will oversee a program aimed at improving the human and institutional capacity and increasing the sustainability of Civil Society Organizations (CSOs) and Intermediate Support Organizations (ISOs). The Civil Society Activity (CSA) will specifically support ISOs and CSOs to effectively implement their development agendas related to crime and violence prevention, criminal justice reform and human rights.

Position Summary:
The DCOP will assist the COP in overseeing all components of the program, including the implementation of HICD initiatives, fiscal integrity, quality and timing of deliverables, and coordination with USAID and project stakeholders. The DCOP will also provide assistance in all reporting requirements. S/he will serve as Acting COP during absence of the COP.
Qualifications:
- Graduate Degree in Law, Social Work, Criminal or Juvenile Justice, Public or Business Administration, Community Development or a related field.
- Minimum of five years of experience managing grants and working with local ISOs and CSOs
- Excellent written and spoken Spanish at or above an equivalent 3/3 FSI level (professional working proficiency) required. Full fluency in Spanish preferred.
- Experience working with Mexican CSOs on crime or violence reduction, justice sector, and human rights topics is desirable. Strong familiarity and understanding of the Mexican justice sector, civil society, and cultural context preferred.
- At least five years of management experience, with the ability to work with a range of technical staff and develop professional relationships with ISOs, CSOs, private sector organizations, government officials, municipal authorities, and other donors.
