Interim Grants Manager, BALADI CAP, Lebanon
Project Summary:
The Building Alliances for Local Advancement, Development and Investment Project (BALADI) aims to improve public service delivery at the local and regional levels, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The goal of BALADI is to achieve sustained and broad-based economic growth by engaging with municipal government institutions, Lebanese-registered civil society organizations, and private sector businesses. The BALADI CAP project is a 4 year, USAID-funded project that complements and bolsters the activities of the BALADI project by providing organizational capacity-building assistance to local civil society organizations and municipalities in the implementation of joint municipal/CSO projects.
Position Summary:
MSI seeks to hire the services of an Interim Grants Manager (January 2016 – April 2016) to be responsible for kicking off BALADI CAP Grants component in close cooperation with the Capacity Building and Advocacy Specialist, CSO Specialists, Finance Manager and Grants Officer. The Interim Grants Manager will be responsible for taking off with the grants component that BALADI CAP is starting in January 2015, coaching full time Senior Grants Manager and Grants Officer and making sure that the Grants Team (COP, Capacity Building and Advocacy Specialist, Senior Grants Manager, Grants Officer, Finance Manager, Assistant Finance Manager) has a streamlined and clear process for managing upcoming grants.
Responsibilities:
· Streamline the process of Grants Issuance and Administration within BALADI CAP.
· Review Selection Criteria.
· Review Grants Application Forms.
· Review MSI Grants Manual and suggest improvements as per the Grants Issuance and Administration process.
· Train BALADI CAP Grants Management Team (COP, Capacity Building and Advocacy Specialist, Senior Grants Manager, Grants Officer, Finance Manager, Assistant Finance Manager, CSO Specialist) on the Grants Management Process.
· Assist COP and HQ in the launching of ISO Grants RFA and the CSO Grants RFA.
· Train and Coach the Senior Grants Manager and the Grants Officer on USAID procurement and grants Rules and Regulations.
Qualifications:
· Bachelor’s Degree (Master’s Degree preferred) in a relevant field, i.e. business administration, management, logistics, contractual law, or related field.
· Minimum of 7 years demonstrated expertise in developing and managing grant program activities in partnership with civil society organizations, preferably under a USAID-funded project.
· Experience overseeing procurements and service contracts in compliance with donor regulations, with knowledge of USAID regulations strongly desired.
· Demonstrated experience in providing training in grants management preferred.
· Strong knowledge of Lebanese civil society organizational administrative and management systems is an asset.
· Ability and willingness to conduct site visits throughout the country, as may be needed.
· Excellent organizational and teamwork skills required.
· Fluency in written and spoken Arabic and English required.
