Project ** Summary:
The Building Alliances for Local Advancement, Development and Investment – Capacity Building (BALADI CAP) project is a five-year, USAID-funded program that aims to build the capacity of selected civil society organizations (CSOs) to manage and implement grants, in addition to building the capacities of municipalities and their CSO partners to strengthen citizen-municipality cooperation in local policy and decision-making. BALADI CAP is comprised of three components: Capacity Building Component (CBC), Civic Engagement for Democratic Governance (CEDG), and Civic Engagement Initiative (CEI).

Responsibilities:
- Work closely with the COP to prepare and follow up on the implementation of the Program Activity Monitoring and Evaluation Plan (AMEP).
- Work closely with the COP, DCOP and other specialists to conduct Benchmark Assessments and produce Action Plans to beneficiary CSOs.
- Oversee the work of Junior Monitoring and Evaluation Specialist.
- Design and implement standardized and specialized training activities to CSO partners
- Prepare policies and procedures for Monitoring and Evaluation with CSO partners and conduct on-the-job trainings to ensure implementation of policies and procedures and sustainability of change.
- Perform regular field visits to CSO partners for on-site mentorship and coaching.
- Work with the DCOP/ Senior Financial Specialist and Senior Organizational Development Specialist to coordinate capacity building activities as per individual CSO.
- Work with DCOP/ Senior Financial Specialist and Advocacy Specialist to design and measure impact and results indicators of grantees.
- Maintain a database and appropriate documentation of M&E data collected, disaggregated per program requirements, and organized as necessary to meet reporting requirements throughout the lifetime of the program.
- Contribute substantially to program reporting to MSI's home office, the USAID Mission, and USAID Lebanon's Performance Monitoring Program.
- Perform necessary analysis of data gathered to accurately demonstrate program impact and accomplishments, as well as identify lessons learned.
- Assist in identifying and generating success stories, briefing documents and other materials.
- Coordinate all LWA reporting requirements and provide regular updates, program performance reports, and data on CSO partners to USAID GCSS Connect.
Qualifications:
- Minimum of (5) years of relevant M&E experience.
- Bachelor's degree in a relevant field, although a Master's degree is preferred.
- Demonstrated experience in assessing organizational gaps and identifying needs in internal monitoring and evaluation systems, then rigorously tracking and evaluating the impact of capacity building activities on organizational strengthening.
- Strong experience in developing and implementing project monitoring and evaluation systems with related reporting on impact and results.
- Prior experience providing training and capacity building in M&E, preferably to CSOs.
- Prior experience working on USAID-funded technical assistance programs in an M&E capacity strongly preferred.
- Fluency in written and spoken Arabic and English required.
