Proposal Summary:
The anticipated USAID-funded, five year IGPA project aims to strengthen public sector transparency and accountability as well as expand access to essential services such as electricity, potable water, education and healthcare for Iraqi citizens.
Position Summary:
The Service Delivery Lead will work with the Chief of Party to design, implement, and manage the service delivery component and facilitate cross-cutting engagement with government entities at the national and provincial levels and other donor-funded projects.
Responsibilities:
- Provide overall technical leadership on policies, methods and programs to enhance service delivery in a variety of sectors.
- Prepare the Performance Management Plan (PMP) and annual workplan for the service delivery component, in discussions with the COP, key Government of Iraq partners and the Director of Monitoring and Evaluation.
- Provide direct management and supervision of the Team Leaders of the service delivery component.
- Coordinate with the leaders of the public financial management and open government components.
- Assure that the component teams achieve their output and outcome targets.
- Draft the component's weekly, monthly, quarterly, and annual reports.
- Provide, with the COP, regular interface with key GOI and USAID partners.
Qualifications :
- A graduate degree in accounting, international relation, public administration, economics, political science, or other relevant social science.
- Substantial technical expertise related to local governance, including 4 years working on issues relating to decentralizing service delivery.
- Experience working on USAID projects strongly preferred.
- Demonstrated ability to collaborate with and coordinate local government ministries, informal leadership, non-governmental organizations, participants, community organizations and any other relevant stakeholders.
- Strong oral and written communications skills.
- Fluency in English required; proficiency in Arabic preferred.
