Proposal Summary:
The U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) plans to fund a Justice Sector Assistance Program (JSAP) in the West Bank. It will focus on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.
Position Summary:
The Anti-money laundering/Counter-Financing of Terrorism (AML/CFT) Advisor will provide leadership, guidance and strategic planning for programming activities containing AML/CFT components while serving as a liaison with the Palestinian and international community. This including working to improve the capacity of local Palestinian advisors, police, prosecutors and judges to strengthen efforts countering money laundering, illicit financial flows and terrorism related financing. This is a full-time position based in Ramallah. The project is expected to have a duration of a one-year base period with additional four years in options. Implementation is anticipated to begin in 2024.
Responsibilities:
- Design and implement programmatic activities related to anti-money laundering/illicit financing
- Conduct assessments of the status and effectiveness of Palestine’s AML regimes, identify shortcomings and reform and technical assistance needs, and recommend programmatic approaches in response.
- Advise on and coordinate training programs for counterpart institutions informed by the assessments conducted.
- Remain up to date on international standards and frameworks, including particularly global Financial Action Task Force (FATF) and MENA FATF standards recommendations and progress.
- Support institutional reform and capacity building to improve AML/CFT practice.
Qualifications:
- A relevant master’s degree with at least ten (7) years of experience providing AML/CFT technical assistance or a relevant bachelor’s degree with at least twelve (10) years of AML/CFT experience.
- Strong leadership, program and organizational management and communication skills, as well as sound analytical abilities.
- Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
- Experience working or coordinating with U.S. government agencies or international institutions engaged on money laundering and illicit finance issues and the federal law enforcement/criminal justice community.
- Knowledge of cyber/cryptocurrency issues. Demonstrated knowledge of money laundering and illicit finance and other transnational crime issues, initiatives, and standards
- Proven ability to successfully lead an intercultural team in a development context.
- Fluency in Arabic preferred.
- State Department, USAID or relevant international development experience preferred.
- Experience working in Middle East and/or within conflict environments preferred.
