Project Summary: Jordan Public Accountability and Justice Strengthening Activity is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government's adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Director of Finance and Operations (DFO) will facilitate efficient and effective financial and administrative operation of Public Accountability and Justice Strengthening Activity (PAJ) in Amman, Jordan. The DFO will ensure full compliance with all MSI and USAID policies and procedures. The DFO will be responsible for the management of all financial transactions and will assist in monitoring the program field budget and expenditures. The DFO will ensure that all costs incurred are reasonable, allowable, and allocable. The DFA will support in managing financial, personnel, operational, procurement, and security matters. The DFA will manage several operational staff and will report directly to Chief of Party (COP) .

Responsibilities:

  • Review and clear all project financial transactions, including deposits, receipts, and vouchers for cash disbursements in accordance with MSI policies.
  • Oversee compliance with all relevant standards across the project, such as ensure conformity with USAID requirements and MSl's internal regulations and development of good practice standards.
  • Maintain and improve project financial procedures and provide insight into the development and review of country-specific policies and Standard Operating Procedures (SOPs).
  • Ensure proper recording, documenting, and reporting of all financial transactions, including preparation of monthly financial expense reports and cash and bank reconciliation statements.
  • Monitor ongoing levels of expenditure against budget and provide advice of over and under spends and ensure proper cost control of the project.
  • Consolidate cash projections for the project's financial needs for procurement, project activities, payroll, subcontracts, grants, maintenance and repair services, staff local travel, and projecting costs, and cash needs monthly.
  • Act as focal point for daily banking matters.
  • Coordinate payment of local procurements required for MSI activities.
  • Review inventory records of non-expendable equipment and submit yearly non-expendable equipment report.
  • Handle all managerial and financial accounting for MSI.
  • Support cost-benefit analyses for some administrative/finance decisions.
  • Oversee PAJ program procurement, service contracts, and grant awards to ensure compliance with USAID, MSI and local regulations.
  • Oversee human resources management in compliance with local laws and practices.
  • Support project recruitment, hiring and personnel management in accordance with MSI policies, USAID regulations, local laws, and PAJ's Personnel Manual.
  • Support project procurement needs, including selection and negotiation with vendors and the management of subcontractors on the project in coordination with MSI home office.
  • Ensure procurements are compliant with USAID rules and regulations (AIDAR & FAR).
  • Review and verify Purchase Requisition Forms (PRFs) and Purchase Orders (POs), ensuring adequate funds, expense authorization, supporting documentation, accuracy of amounts, and control over payments.
  • Maintain contractual, financial, procurement and human resources/benefits backup files for MSI.
  • Provide support, mentoring, training, and advice to project staff as required.
  • Provide advice and assistance to the COP and DCOP on PAJ's strategic management matters.
  • Ensure compliance with all local laws and regulations, including but not limited to MSI registration and taxation, and act as liaison with government agencies regarding project related matters.
  • Ensure project's compliance with USAID's guidance for Obtaining Exception from Taxation.
  • Conduct periodic desk reviews and internal audits.
  • Train and mentor staff on USAID compliance requirements at onboarding and periodically throughout the life of the project (e.g. counter trafficking in persons compliance, procurement regulations).
  • Work closely with Home Office Accounting team and Project Managers to mitigate fraud and ensure compliance to USAID/Jordan and PAJ program regulations.
  • Perform additional tasks as assigned by the COP.

Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration or equivalent required; Master's degree preferred.
  • At minimum eight years of experience required.
  • Extensive knowledge of FAR, AIDAR, and 22 CFR 228 (procurement) regulations.
  • Ability to develop and manage large budgets, and in-depth knowledge of USG Cost Accounting Standards.
  • Progressively responsible experience supervising project operations, including human resources, procurement, subcontracts or sub-awards, auditing, and accounting/finance.
  • Excellent organizational and analytical skills.
  • Experience managing and mentoring staff and ability to work well on a team.
  • Experience in managing USAID and other donor funded procurements and grants under contract.
  • Experience in building or enhancing financial management capacity of local civil society organizations.
  • Experience providing backstopping support to USAID-funded project from a home office preferred.
  • Proficiency in Microsoft programs, i.e., Excel, Word, PowerPoint, Teams, etc., and the ability to use various commercially available accounting software programs.
  • Fluency in oral and written communications skills in English required.
